Programs for purchasing primary housing in Ukraine: “eOselya”, “Domivka+,” preferential mortgages, and compensation

Despite the war and economic instability, the issue of purchasing one's own home remains one of the most pressing for Ukrainians. For many families, buying an apartment in a new building seems unattainable, but the state continues to support citizens with preferential housing loan programs.


As finance.ua writes, as of the time of writing, there are several key programs in Ukraine that allow people to buy housing on the primary market on preferential terms: “єОселя,” “Домівка+,” preferential mortgage lending for Mariupol residents, the “Credit for Youth” program, “єВідновлення,” and compensation under CMU Resolution No. 719.


Below is a detailed overview of the conditions of each program, target groups, and nuances that are important to consider before choosing your instrument for purchasing housing.


“eOselya”: preferential mortgages for military personnel, medical workers, teachers, and internally displaced persons


The ‘eOselya’ program was launched in 2022 on the initiative of the President of Ukraine. Its goal is to help those “who defend, treat, and teach Ukraine” to obtain their own housing on clear and predictable terms. The main advantages of “eOselya”:

● transparent and open rules of participation;

● the ability to apply through the “Dіia” app;

● a fixed interest rate for a long period;

● clearly defined categories of participants and requirements for housing and income.


Who can get a loan at 7% + 10%


The following people can take advantage of a mortgage at 7% per annum for the first 10 years (and 10% for subsequent years):

● internally displaced persons;

● veterans and their family members;

● combatants;

● persons with disabilities resulting from war;

● families of deceased war veterans;

● families of deceased defenders of Ukraine;

● citizens who do not own housing or whose housing does not meet social standards.


Who can get a loan at 3% + 6%


A more favorable rate — 3% for the first 10 years and 6% for all subsequent years — is available for the following categories:

● contract soldiers of the Armed Forces of Ukraine;

● employees of the Security Service of Ukraine, the Foreign Intelligence Service, and the Main Intelligence Directorate of the Ministry of Defense;

● National Guard, State Border Guard Service, State Security Service, State Special Communications Service, State Special Transport Service;

● military prosecutors of the Office of the Prosecutor General;

● employees of the State Emergency Service, Judicial Security Service;

● representatives of the command staff of the special units of the National Anti-Corruption Bureau of Ukraine, the State Bureau of Investigation, and the Bureau of Economic Security;

● police officers and their family members;

● medical workers and specialists of healthcare institutions;

● teachers and scientists.


Important note: all these specialists must work in state or municipal institutions, not in the private sector.


Participating banks and basic conditions


The following banks are involved in the “eOselya” program: Oschadbank, PrivatBank, Globus Bank, Ukrgasbank, Sky Bank, Sens Bank, Tascombank, Bizbank, Bank Credit Dnipro, Radabank.


Basic conditions:

● loan term — up to 20 years;

● initial contribution — from 10% for young people and from 20% for other categories;

● purpose — purchase of housing, mainly on the primary market.


Possible changes from 2026


Given the situation with housing and the war, experts expect that the terms of the “eOselya” program may change from January 1, 2026. The following may potentially be revised:

● age restrictions;

● income requirements;

● permissible cost of the property;

● list of categories of citizens;

● types of housing;

● interest rates.


As of now, these are market forecasts, and no official decisions have been made yet, but it is important for those planning to take out a mortgage to keep an eye on updates.


Domivka+ program: rent-to-own apartments in Kyiv


“Domivka+” is a format for interest-free deferred payment for the purchase of housing in the capital on rent-to-own terms.


How the program works:

● the apartment is rented with the option of subsequent purchase;

● the tenant simultaneously pays rent and repays part of the cost of the apartment;

● after full payment of the cost of the home, the apartment becomes the tenant's property.


The program will be implemented from 2022 by the municipal enterprise “FC Zhitlo-Invest” by decision of the Kyiv City Council.


Advantages of “Domivka+”:

● the cost of housing is fixed in hryvnia for the entire payment period;

● IDPs and military personnel receive a 50% discount on rent;

● the apartment can be purchased early if the full amount can be paid.


Rent is not included in the loan principal; it is a separate payment. Apartments are transferred without appliances or furniture, with minimal repairs. There is also a one-time payment of 3% of the cost of housing for unforeseen expenses, plus an annual insurance payment. Housing is selected from the options on the Zhitlo-Invest website marked “Rent with purchase.”


At the time of publication, the program includes apartments in the following residential complexes: Parkove Misto, Avenue 42, Prichal 8, Italian Quarter, Terracotta, Liko-Grad Perfect Town, OK'LAND, and Medovy. From 2026, the list of complexes and the terms of the program may change.


Who has priority for participation?


The program is primarily aimed at:

● combatants;

● internally displaced persons;

● Kyiv residents who are registered as needing housing.

Preferential mortgages for Mariupol residents: a separate program with a budget of UAH 2.2 billion


For IDPs from Mariupol, there is a separate experimental project for preferential mortgage lending, provided for by Resolution of the Cabinet of Ministers No. 814 of July 7, 2025. The implementation is planned for two years.


The implementation of the program is entrusted to:

● Mariupol City Military Administration;

● State Fund for Youth Housing Construction;

● PJSC Ukrainian Financial Housing Company;

● City Councils of Lviv, Bila Tserkva, and Vasylkiv.


Main conditions:

● interest rate — 3% per annum;

● loan term — up to 30 years;

● down payment — 3–6% of the cost of housing (depending on the IDP category).


According to the State Youth Housing Agency, this is the first program in Ukraine financed by frozen funds from the budgets of temporarily occupied territories.


It is planned that:

● UAH 2.2 billion will be allocated to the program from the budget of the Mariupol city territorial community over two years;

● additional funds will be attracted from international financial organizations and foreign states;

● approximately 1,046 IDP families from Mariupol will be provided with housing;

● those who defended Mariupol, as well as those released from captivity as a result of Russian aggression, will also be eligible to participate.


“Loans for Youth”: support for young families and scientists


The “Loans for Youth” program is implemented by the State Fund for Youth Housing Construction in cooperation with local authorities. The following are eligible to participate:

● single people under 36 years of age;

● married couples where both partners are under 35 years of age;

● single-parent families with children;

● families of scientists under 40 years of age with a doctorate (if the other spouse is under 36 years of age).


A mandatory condition is the absence of own housing or the non-compliance of existing housing with social standards (too small an area, etc.).


Loan terms:

● interest rate — 7% per annum for the entire term of the loan;

● initial contribution — at least 6% of the cost of housing;

● term — up to 20 years, but repayment must be completed by the age of 60 for men and 55 for women.


The loan amount depends on:

● region (price per square meter);

● family composition.


For example, in Kyiv, a family of two can expect to receive approximately UAH 2.5–2.7 million, while in other regions the amount will be lower. Priority is given to new buildings, but under certain conditions, apartments on the secondary market may also be considered.


“eVidnovlennia”: certificates for repairs and new housing


The ‘eVidnovlennia’ program complements “eOselya” and is aimed at supporting those who have lost their homes due to the war. Participants are issued housing certificates that can be used to repair damaged housing or to purchase new housing on the primary market.


Who can take advantage of the program


Owners of housing that:

● was damaged as a result of hostilities after February 24, 2022;

● is not completely destroyed and is subject to restoration;

● has not been repaired by the owner at the time of application;

● is located in unoccupied territory of Ukraine.


Up to UAH 200,000 can be obtained for one property. These funds can only be spent during the year on:

● building materials;

● payment for work to contractors.


Cooperation is only permitted with program partners, a list of which is published on the “eVidnovuvannya” platform.


Resolution No. 719: compensation for the cost of housing for defenders and their families


The program under Resolution No. 719 of the Cabinet of Ministers of Ukraine dated October 19, 2016, has been in effect for several years and is aimed at providing housing for citizens who defended the sovereignty, independence, and territorial integrity of Ukraine, as well as their family members.


The following are eligible for compensation:

● families of deceased or missing military personnel;

● persons who have become disabled (groups I–II) as a result of wounds, concussions, injuries, or illnesses sustained while participating in the ATO or in activities to ensure national security and defense.


You should contact your local authorities, who are responsible for administering subsidies. The amount of compensation can be up to 100% of the cost of housing, depending on the specific situation and area.


How to choose the best program and protect your home?


To understand which program is right for you, you should:

1. Compare interest rates, terms, and down payments. For example, a rate of 3–7% for a long term is significantly more favorable than market conditions without state support.

2. Check the developer and type of housing. Not all new buildings meet the program requirements, so it is important to check the property against the program requirements and verify the developer's reputation.

3. Calculate your monthly payment and your own capabilities. The article on finance.ua gives an example: if the cost of an apartment is UAH 1.5 million, the initial payment is 10% (UAH 150,000), and the rate is 7% for 20 years, then the monthly payment will be approximately UAH 11,600. This is a guideline that helps you understand whether the burden on your budget will be manageable.

4. Consider the risks of war and the condition of the building. It is important to look at the location, the availability of shelters, and the distance from potentially dangerous objects.


After buying an apartment or house, another question arises: how to protect your investment. Fire, flooding, explosions, technical accidents — all of these can lead to serious losses.

● indicate the approximate cost of the property and repairs (select the insurance amount);
