State mortgage programme eOselia: who receives loans and what do Ukrainians buy?
The state programme ‘eOselia’ has given thousands of Ukrainians the opportunity to purchase their own homes on affordable terms and, at the same time, has given a powerful boost to the construction market. Hundreds of new mortgages are issued every week, and the total amount of lending has already reached tens of billions of hryvnia. Since the launch of the ‘eOselia’ programme, more and more Ukrainians have been able to purchase their own homes on favourable terms. According to data from Ukrfinzhytlo, more than 20,000 families have already taken advantage of state mortgages, and the total amount of loans issued has exceeded 35 billion hryvnia.

Who participates in the eOselia programme most often?
The leading participants in eOselia are Ukrainian military personnel and representatives of law enforcement agencies — they make up the largest share of borrowers. Military personnel can take out a mortgage at 3% per annum, and more than 10,000 families have already taken advantage of this opportunity. Other active participants include doctors, teachers and scientists, for whom the programme has become a real tool for creating their own space without excessive financial burdens.
At the same time, many applications are received from civilian Ukrainians who do not own their own homes or live in cramped apartments. For them, the rate is 7%, and demand for this category of loans continues to grow steadily. Borrowers also include internally displaced persons and veterans, for whom eOselya has become a chance to start a new life.
How has the profile of borrowers under the eOselia programme changed?
According to statistics, most participants in the programme are Ukrainians aged 26 to 45. It is this generation that is most actively shaping the demand for their own housing, focusing not only on price but also on the quality of construction, energy efficiency and comfort.
Young families who choose stability see eOselia as an opportunity to settle in the cities where they work or serve.
It is noteworthy that more than a third of loans were issued in regions where housing construction was previously inaccessible due to high prices. This indicates a gradual decentralisation of demand — housing is being purchased not only in the capital or large cities, but also in actively developing communities.

What kind of housing do Ukrainians choose?
Medium-sized apartments — up to 73 square metres — are particularly popular. These are mostly two- or three-room apartments, which are convenient for young families. Purchases are divided roughly equally between the primary and secondary markets: some want a ready-made apartment, while others invest in new buildings at the construction stage.
In total, more than one million square metres of housing has already been purchased throughout Ukraine through the programme. Some of the loans are for housing in buildings that are still under construction, so ‘eOselia’ stimulates the development of the construction industry, creates jobs and has a multiplier effect on the economy.
How does the state recoup its investment in the YeOselya programme?
According to estimates by the Ministry of Economy, every hryvnia invested in the eOselia programme is recouped in the form of 2.8 hryvnia in taxes and fees. Thus, mortgage support not only helps people, but also strengthens the financial stability of the state.
The market is responding accordingly — demand for new housing is growing, and developers are more actively renovating or launching new projects, even in difficult regions.
In three months, the volume of loans issued has grown by another 5 billion hryvnias, which indicates a steady increase in confidence in the programme. More than 21,000 families already have their own homes, and thousands of children have received their own rooms and safe spaces.
