Prices of flats in new buildings in Ukraine: how the cost has changed over the last month

The market for new buildings in Ukraine has once again shown mixed dynamics: in some regions, the price per square metre has risen significantly, while in others, demand has fallen noticeably. Despite this, supply remains stable, and western regions are showing growing interest from buyers. Find out what affects the cost of new buildings and what trends are driving the market right now

The primary real estate market in Ukraine continues to respond to economic and regional factors, demonstrating mixed dynamics. Based on the results of the last month, experts note an increase in the cost per square metre in some regions, while demand in most regions has decreased. At the same time, supply in the market remains relatively stable, without any sharp jumps. These conclusions are confirmed by analytics from DIM.RIA.


How prices per square metre have changed


Over the month, a number of regions have seen an increase in the cost of new housing. The largest increase in the average cost per square metre was recorded in:


▪️ Vinnytsia region — +4.7% (to $1,000 per m²)

▪️ Zhytomyr region — +4% ($906 per m²)


At the same time, Kyiv retains its status as the most expensive city in the country: the average cost per square metre in new buildings is $1,427.

The top regions with the highest prices per m² also include:


▪️ Lviv region — $1,131

▪️ Zakarpattia — $1,114

▪️ Kirovohrad — $1,063

▪️ Odesa — $963


The lowest prices are traditionally recorded in the frontline regions — Sumy ($574 per m²) and Zaporizhzhia ($584 per m²), which is explained by reduced buyer activity and investment risks.


Supply on the new-build market


The supply volume remained almost unchanged: 83% of new-build sales departments continued to operate as in previous months.

During the month, 18 new buildings (27 sections) were commissioned:


▪️ 7 — in the Kyiv region

▪️ 4 — in Vinnytsia

▪️ 3 — in Rivne

▪️ 2 each — in Ternopil, Dnipropetrovsk, Odesa and Ivano-Frankivsk

▪️ 1 each — in Khmelnytskyi, Lviv and Volyn regions


In Kyiv, work has also been completed and two sections in existing new buildings have been commissioned, which supports the stability of supply in the capital region.

What is happening with demand


Demand for primary housing has declined in many regions of the country. The most noticeable decline was recorded in:


▪️ Chernihiv region — –35%

▪️ Zaporizhzhia region — –29%

▪️ Kirovohrad region — –21%


However, the western regions are showing the opposite trend — interest in new buildings is growing here. In particular:


▪️ Khmelnytskyi region — +13%

▪️ Chernivtsi region — +11%

▪️ Zhytomyr region — +10%


Analysts attribute the growth in activity in the western regions to internal migration and investment demand — buyers consider new buildings to be a safer asset.


Reminder! Prices for flats in Ukraine's largest cities continue to rise, and the market is steadily moving towards new price levels. Housing is becoming more expensive in both the primary and secondary markets, with the most noticeable dynamics recorded in Kharkiv, Odesa and the capital. Experts attribute the changes to a reduction in the supply of quality properties and sustained demand from buyers.
