Apartment prices in Ukraine are skyrocketing: where housing prices rose the most in 2025
The Ukrainian real estate market is experiencing a new phase of growth: apartment prices have risen in almost all cities. Find out why Ternopil has become the leader in terms of price increases and how prices have changed in other regions
In 2025, the cost of housing in Ukraine is rising again — and this applies to both new buildings and apartments on the secondary market. Ternopil, which until recently was considered one of the most affordable cities in the west of the country, has become the leader in terms of price increases. According to LUN analytics, this is where the highest price growth among all regional centers is recorded.
Ternopil — an unexpected leader in price growth
Analysts note that all types of housing in Ternopil have become significantly more expensive over the year. In the primary market, prices have risen by approximately 8% in currency terms, while in the secondary market, they have risen by 11–15%.
The average prices are as follows:
● One-room apartment — $43,000 (+13% in six months).
● Two-room apartment — $65,900 (+15%).
● Three-room apartment — $73,000 (+11%).
In terms of square meters, housing in new buildings has risen in price by 10%. Thus, even though Ternopil remained a relatively affordable destination for real estate purchases, it is now rapidly approaching the level of large cities in the western region.
According to analysts' estimates, the average city resident would have to save their entire salary for:
● 6 years to buy a one-bedroom apartment,
● 9.3 years — a two-bedroom apartment,
● 10.3 years — a three-bedroom apartment.
Despite rising purchase prices, the rental market in Ternopil is stable. On average, you can rent:
● a one-room apartment for UAH 10,500,
● a two-room apartment for UAH 12,700,
● a three-room apartment for UAH 14,800 per month.

How have prices changed in other cities in Ukraine?
Price increases have been recorded not only in Ternopil. According to LUN, almost all regional centers have been affected by price increases in the secondary market.
In Kropyvnytskyi, prices for one-bedroom apartments jumped by 19% (to $32,000), and for three-bedroom apartments — by 13% (to $59,000). Interestingly, new buildings in this city, on the contrary, have become cheaper — by about 7% in currency terms.
The three cities with the most expensive housing are traditionally:
● Kyiv — $66,000 for a one-room apartment,
● Lviv — $67,000,
● Uzhhorod — $62,800.
At the same time, the cheapest housing is offered in the frontline regions:
● Kherson — from $14,500,
● Zaporizhzhia — $16,000,
● Mykolaiv — $20,000.
Why housing is becoming more expensive?
Experts cite the following main reasons for the price increase:
● limited supply — fewer new properties are being built than before the war;
● rising costs of building materials and logistics;
● shift in demand to safer regions — primarily to the west of the country;
● increased investor interest in real estate as a stable asset.
In addition, some Ukrainians who left the country are now returning and seeking to purchase their own homes, which also supports demand.
