Apartment rentals in November: where are the most expensive and where have prices fallen in Ukraine?
The rental market in Ukraine showed noticeable regional differences in November. While prices continue to rise in western cities, the capital is showing the opposite trend—rent is gradually becoming cheaper there. In November, apartment rental prices in Ukraine rose again in most regional centers. The most expensive place to rent housing this year is in the west of the country, where demand exceeds supply due to population migration, the development of the IT sector, and a limited number of new properties. This is according to an analysis by LUN.
Uzhhorod — the leader in rental costs
The most expensive place to rent an apartment in November is Uzhhorod. The average price for a one-room apartment here reached 19,700 hryvnia per month. This is an absolute record among Ukrainian cities and the result of stable demand for housing with limited supply.
Lviv — stable growth
Lviv came in second place, where the average cost of renting a one-room apartment is 17,700 hryvnia. Over the past six months, prices in the city have risen by 6%, which indicates steady activity in the rental market, especially in central and tourist areas.
Kyiv — rents are falling
Unexpectedly, Kyiv was only in third place in November. The average rent for a one-room apartment in the capital is 17,000 hryvnia, which is 6% less than six months ago.
Experts attribute this to a partial outflow of tenants to other regions, a decline in demand in the city center, and the emergence of more offers in new residential complexes.

Ivano-Frankivsk and Lutsk — among the leaders in growth
High rental prices are also recorded in Ivano-Frankivsk — an average of 16,000 hryvnia per month.
It is here that the highest growth rate — 17% — has been recorded in six months. In Lutsk, rent costs about 15,000 hryvnia, and prices have remained stable over the past six months.

Ukrainians spend the largest share of their income on rent in Uzhhorod, Ivano-Frankivsk, Lviv, and Lutsk regions.
In these regions, the average rent exceeds half of the average monthly income, which significantly affects the population's solvency and demand for affordable housing.
Prices for buying housing are also rising
Earlier, analysts reported that Ternopil had become the leader in terms of housing price increases. Over the past year, prices for all types of real estate have increased in the city.
According to LUN, in 2025, Ukraine will see an increase in apartment prices:
on the primary market — by an average of 8%,
on the secondary market — by 11–15%.
The average price of a one-room apartment on the secondary market is $43,000, a two-room apartment is $65,900, and a three-room apartment is $73,000.
Where is the most expensive place to buy housing?
Kyiv — $66,000,
Lviv — $67,000,
Uzhhorod — $62,800.
The cheapest options remain in Kherson ($14,500), Zaporizhia ($16,000), and Mykolaiv ($20,000).
Thus, in November, the Ukrainian rental market is showing mixed trends: stable growth in western cities and a moderate decline in the capital. Conditions are dictated by the regional economy, as well as the overall dynamics of the housing market, which remains active despite price fluctuations.
