Housing prices in Europe continue to rise, and the gap between the most expensive and most affordable cities is becoming increasingly noticeable. According to the latest Deloitte Property Index 2025, the cost per square metre can vary by a factor of ten depending on the region.


Where housing is most expensive


Luxembourg tops the ranking, where one square metre of new housing costs an average of €11,100. Slightly cheaper, but still out of reach for most buyers, are prices in Munich (Germany) — €10,800 and Paris (France) — €10,760.


Other expensive cities include:


1. Amsterdam (Netherlands) — €8,480/m²

2. London (United Kingdom) — €8,250/m²

3. Barcelona (Spain) — €7,860/m²

4. Frankfurt, Hamburg and Berlin (Germany) — €7,200–7,600/m²

5. Lisbon (Portugal) — €6,590/m²


Copenhagen, Vienna, Helsinki and Prague are slightly lower in cost, ranging from €6,120 to €6,590.


Thus, Europe's largest financial and cultural centres remain the most expensive real estate markets.


❗️ Important to remember: if housing in Europe is expensive, everyday expenses can also be significant. This is especially true for healthcare — treatment without insurance can cost hundreds or even thousands of euros. Cities with average housing costs


In the range of €5,000-6,000 per m² are:


1. Madrid (Spain) – about 5.9 thousand euros

2. Ljubljana (Slovenia) – 5.6 thousand euros

3. Brno (Czech Republic) – about 5 thousand euros


Within the range of 4–4.7 thousand euros per m², you can buy housing in:


▪️ Milan (Italy)

▪️ Lyon (France)

▪️ The Hague and Rotterdam (Netherlands)

▪️ Brussels, Antwerp, Ghent (Belgium)

▪️ Porto (Portugal)

▪️ Athens (Greece)


These cities remain attractive but more affordable markets compared to ‘millionaire’ cities such as Paris or Munich.

Where is the cheapest housing in Europe?


A completely different contrast can be observed in the Balkans and Eastern Europe.


▪️ Bratislava (Slovakia), Budapest (Hungary), Warsaw and Krakow (Poland), Rome (Italy), Alicante (Spain) – €3–3.9 thousand per m².

▪️ Poznań (Poland), Maribor (Slovenia), Banská Bystrica (Slovakia), Zagreb (Croatia), Thessaloniki (Greece) – €2,800–2,900.

▪️ The cheapest housing in the ranking: Patras (Greece) – €1,460/m² and Durres (Albania) – €1,330/m².


These destinations are particularly interesting for those considering investing in real estate or moving to Europe on a limited budget.
