On September 10, Ukraine officially launched a compensation mechanism as part of the state program eOselia for internally displaced persons (IDPs) and residents of frontline territories. This decision should be an important step in supporting citizens who have lost their homes due to the war or are forced to rent them in safer regions. The launch was announced by the press service of the Ministry of Economy.


What does the new compensation for IDPs entail?


The mechanism works in the format of partial compensation of expenses for borrowers:

70% of the down payment on a mortgage is covered by the state;

70% of monthly payments during the first year are also covered by the budget;

additionally, up to 40,000 hryvnia can be received for related expenses — bank commissions, insurance, administrative fees.


This approach significantly reduces the financial burden on families applying for a mortgage.


Who can take advantage of the program


Compensation can be received by:

citizens with IDP status;

residents of frontline territories;

those who do not have housing in the territory controlled by Ukraine;

persons who have not sold their housing in the last 36 months (except if the property remained in occupied or frontline territories).

What interest rates apply


Loan terms depend on the borrower's category:

IDPs — 7% loan;

military personnel, medical workers, teachers, and scientists from frontline territories — preferential rate of 3%;

other residents of frontline regions — 7% loan.


Thus, priority is given to the most vulnerable categories of the population and specialists on whom the viability of the regions depends.


What kind of housing can be purchased under the program


The cost of an apartment or house that meets the program's conditions cannot exceed UAH 2 million. There are also age restrictions on the housing stock:

for IDPs — the housing must be no more than 20 years old;

for citizens from frontline territories, the current rules of eOselia apply: no older than 20 years for privileged categories and veterans in Chernihiv, Sumy, Kharkiv, Zaporizhzhia, and Kherson regions, and no older than 3 years for housing outside these regions and for all other participants in the program at 7%.


All applicants must fully comply with the terms of the eOselia program.


How to apply for compensation


1. Apply for a mortgage through the Dіia app.

2. Wait for a positive decision and choose a bank for lending.

3. Provide the bank with the necessary documents and an application for compensation.

4. The bank transfers the data to the Pension Fund of Ukraine.

5. The Pension Fund verifies the participant's compliance with the program conditions.

6. After confirmation, you can apply for a loan with state compensation.


Results of the program


Demand for the program is steadily growing. As reported by the Ministry of Economy of Ukraine, in the first week of September alone, 150 mortgages were issued for UAH 292 million. In total, since the beginning of 2025, Ukrainians have received 4,700 preferential mortgages worth UAH 8.7 billion. Since the program's launch in October 2022, 19,585 loans worth UAH 32.8 billion have been issued.
