The Rada has allowed the conscription of employees without military IDs and those wanted by the authorities: details
The Verkhovna Rada has passed a law changing the rules for conscripting military personnel during martial law. Find out who can now be conscripted by defense industry companies and what conditions the law provides for
The Verkhovna Rada of Ukraine adopted in the second reading bill No. 13335, which introduces changes to the organization of labor relations under martial law. The document, supported by 272 MPs, gives defense industry enterprises the right to reserve employees who are subject to military service, even if they do not have military registration documents, have not specified their data, or are wanted by the authorities. This was reported by the press service of the Verkhovna Rada of Ukraine.
Who can be reserved under the new rules
According to the adopted law, all employees of defense industry enterprises who are subject to military service are subject to reservation if they:
● do not have a military ID or have one that is not properly issued;
● have unclear personal data;
● have the status of persons wanted by the authorities.
These changes are intended to ensure the continuous operation of enterprises that perform important tasks for the country's defense.

How the reservation will work
The new law stipulates that the reservation will be granted for a period of up to 45 days and can be used only once a year. Enterprises will be able to make reservations for their employees even if they violate the rules of military registration.
However, this mechanism does not exempt employees from liability for such violations. During the specified period, the employee must remedy all deficiencies — complete military registration documents, clarify personal data, or remove themselves from the wanted list.
New rules for defense industry enterprises
The law also establishes a maximum probationary period of 45 days when hiring employees for defense industry enterprises. If an employee does not remedy the military registration violation during this time, the employer will have the right to dismiss them.
Initially, the document provided for the possibility of reserving positions for all critically important enterprises, but before the vote, according to People's Deputy Oleksiy Goncharenko, this provision was removed, leaving it in effect only for enterprises in the defense sector.
The purpose of the changes is to ensure the stable operation of the defense industry, which is of strategic importance in a state of martial law. The law allows enterprises not to lose qualified specialists due to bureaucratic reasons related to military registration, while leaving the state in control of compliance with the law.
