How transport will operate during blackouts in Ukraine: metro, buses, taxis

The energy attacks of recent winters have been a serious test for the Ukrainian transport system. When the country was plunged into darkness, transport hubs were on the verge of collapse: the metro stopped, trams stood idle without power, and people looked for any way to get to work, hospital, or home.
In this article, with reference to Delo.ua, we describe how public transport operated during the large-scale blackouts and what solutions cities are preparing in case of new energy attacks.
How does the metro operate during blackouts?
During large-scale power outages, the Kyiv metro transforms from a transport artery into an underground shelter. Backup power sources provide emergency lighting, ventilation, water supply, and partial mobile communication. This allows people to remain safe even when trains are completely stopped.
However, full metro service is only possible after power is restored. Even powerful generators are unable to fully support the complex signaling, ventilation, and security systems.
Metro stations, especially in city centers, perform an important humanitarian function—they become warming centers and shelters. They are equipped with places to rest, access to drinking water, and sometimes even charging areas for gadgets.
How do buses and minibuses operate during power outages?
When the subway stops, the main load shifts to buses. They are less dependent on electricity and can quickly change routes. During times of crisis, public services launch backup bus lines that duplicate subway routes to prevent transportation collapse.
During past winters in Kyiv, such solutions have ensured basic mobility for hundreds of thousands of passengers. Drivers worked extended hours, and dispatch services coordinated traffic in real time.
The use of diesel and gas buses makes transport more resistant to power outages. That is why local authorities are investing in expanding the fleet of autonomous transport — it is one of the most effective ways to keep the city running in conditions of energy instability.

Do trams and trolleybuses operate during power outages?
Trams and trolleybuses are virtually powerless during blackouts. Their dependence on the contact network makes it impossible for them to operate without a stable power supply. In some areas where there are backup power sources, traffic can be partially restored, but for most lines this is not possible.
Therefore, cities view electric transport as an auxiliary element during crises, rather than the main mode of transportation. After power is restored, tram and trolleybus routes are checked for damage to the contact network before resuming operation.
How do taxis and private carriers operate during blackouts?
During energy crises, private transport often becomes the only alternative to public transport. Taxis can operate independently of municipal schedules and respond quickly to demand.
Access to mobile applications is partially maintained thanks to operators working from generators, and fares are adjusted to demand. However, such trips become expensive for most residents, so they are considered a backup rather than a primary means of transportation.
How are Ukrainian cities preparing for blackouts?
Cities are actively implementing anti-crisis strategies based on previous experience. For short outages (up to 6 hours), minimal metro service is provided as a shelter, priority bus routes are established, and critical facilities are supported by backup generators.
In the event of a large-scale blackout (more than 24 hours), the transport system switches to emergency mode. Priority is given to socially important facilities: hospitals, warming centers, humanitarian aid centers, schools, etc.
The functioning of transport during blackouts requires significant financial resources. Fuel, repair, and driver salary costs increase, while the metro system suffers losses due to downtime. Cities seek funding through government programs, reserve funds, or international support.
Practical advice for passengers
Ukrainians are advised to prepare in advance for possible disruptions:
● download offline maps and save transport routes;
● have a power bank and a supply of cash;
● plan trips in advance and follow official news channels.
