Is it possible to re-register ownership of real estate in the new register?
Thousands of Ukrainians still own property registered before 2013 — but do they know that their rights may already be in the new register? In some cases, even lost documents will not prevent ownership from being confirmed. An updated system of state registration of real estate rights has been in place in Ukraine for more than ten years. Owners who registered their documents before 2013 often wonder whether they need to re-register anything today to confirm their ownership rights. With reference to the Ministry of Finance, we explain how the system works in 2025 and when registration is mandatory.
Important to understand! Even with the introduction of escrow accounts, property insurance will help maintain confidence in the future. The policy covers risks associated with damage or loss of property and becomes a reliable addition to state guarantees.
The new state register is not so new
On 1 January 2013, the State Register of Real Estate Rights began operating in Ukraine, replacing the old BTI system. The register of property rights, which was maintained by BTI enterprises, became the archive part of the new state register. All previously registered property rights, including ownership rights, were recognised as valid at the level of the law.
Therefore, owners of real estate registered before 2013 do not need to provide any additional confirmation — their ownership rights are automatically recognised by the state.

Do you need to re-register your property?
In 2025, as before, owners can, if they wish, enter information about their property in the new state register. This is not a mandatory procedure, but it can be useful when conducting transactions, registering inheritance or clarifying data. Registration is completely free of charge.
What documents will be needed
To register ownership rights, you will need documents confirming the acquisition of rights:
▪️ certificate of ownership of real estate;
▪️ purchase and sale agreement;
▪️ certificate of inheritance rights;
▪️ other documents confirming ownership rights in accordance with the law.
If the documents are lost, damaged or destroyed, registration can still be carried out on the basis of data from the BTI archive or the Register of Property Rights.
Where to apply
You can submit your application:
▪️ at any Administrative Service Centre (ASC) or
▪️ to a notary within the region where the property is located.
For owners of real estate located in the Autonomous Republic of Crimea, Sevastopol, Donetsk, Luhansk, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Kharkiv, Kherson, Sumy and Chernihiv regions, a simplified procedure applies — you can contact any ASC or notary throughout Ukraine.
How to submit documents online
The registration application can also be submitted electronically via the Diya portal. The service is not yet available to residents of Kyiv, Luhansk and Donetsk regions, but is gradually being expanded to other regions.
After completing the procedure, the owner receives the information entered in the State Register of Rights to Real Estate. If the documents were submitted in paper form, they will be returned after the data has been entered.
