The land market in Ukraine has undergone significant transformation in recent years. Following the lifting of the moratorium on the sale of agricultural land and the admission of legal entities from 2024, interest in purchasing both shares and plots for development continues to grow, despite the state of war.
In 2025, the average price of agricultural land exceeds 55–60 thousand UAH per hectare, and in the western and central regions, it reaches 100 thousand UAH and above. Plots for construction remain popular investment assets, especially in Kyiv, Lviv, the Carpathians, and coastal areas.
In this article, we have compiled current prices by region, key rules for purchasing, and tips on how to check a plot before signing a deal.
What happened in the land market in 2021–2025? A brief overview
• July 1, 2021 — launch of the agricultural land market (moratorium lifted; only Ukrainian citizens could buy, with a limit of 100 hectares).
• 2022 — the war sharply reduced transactions; however, local sales continued, especially in safer regions.
• 2023 — resumption of activity; the market stabilized, and trust in electronic verification services grew.
• January 1, 2024 — Ukrainian legal entities allowed to purchase agricultural land; ownership limit increased to 10,000 hectares per owner (aggregate for related parties; antitrust restrictions and beneficiary verification apply).
• 2024–2025 — significant revival: the number of transactions and the area increased, the average price rose; investment activity in safer regions in the west and center.

Current average prices of agricultural land in Ukraine (UAH per hectare)
Figures compiled based on OpenDataBot's Land-2025 analytics, market materials from Landlord and Finway, and selected data from KSE/USAID AGRO. These are average figures based on actual purchase and sale agreements; they may vary within a region depending on soil quality, size, access, security, existing lease agreements, and plot size.
Most expensive cluster (100,000+ UAH/ha)
• Ivano-Frankivsk: about 126,600 UAH/ha (~3,050 USD).
• Lviv: about 118,300 UAH/ha (~2,850 USD).
High cluster (80,000–100,000 UAH/ha)
• Kyiv: approximately 89,400 UAH/ha (~2,155 USD).
• Ternopil: approximately 86,900 UAH/ha (~2,095 USD).
Medium-high (60,000–80,000 UAH/ha)
• Dnipropetrovsk: ~73,900 UAH/ha (~1,780 USD).
• Poltava: ~65,000 UAH/ha (~1,565 USD).
• Vinnytsia: ~64,000 UAH/ha (~1,540 USD).
Average (40,000–60,000 UAH/ha)
• Cherkasy, Khmelnytskyi, Volyn: in the range of 50,000–60,000 UAH/ha (specific clusters vary; use 55,000 as a conditional benchmark for calculations).
• Chernihiv region: ~41,000 UAH/ha (~990 USD).
• Odesa region: ~41,800 UAH/ha (~1,010 USD).
• Mykolaiv region: ~41,600 UAH/ha (~1,005 USD).
Frontline/risk cluster (up to 40,000 UAH/ha)
• Kherson: ~39,100 UAH/ha (~940 USD).
• Zaporizhzhia: ~38,300 UAH/ha (~920 USD).
• Donetsk, Luhansk (where deals are possible): prices are very fragmented; focus on individual cases, often below 35,000 UAH/ha or with a large discount due to security risks and limited registration activity.
All-Ukrainian benchmark
The average price of 1 hectare of agricultural land based on a set of deals made in the first half of 2025 is around 55–61 thousand UAH/ha (depending on the sampling period). For analytical materials without a precise regional breakdown, you can use “market area ~60 thousand UAH/ha” as a benchmark.
Where is agricultural land sold the most?
According to analysts, as of mid-2025, Poltava, Vinnytsia, and Kyiv regions are the leaders in terms of the number of deals or area. In previous years, Dnipropetrovsk and Kharkiv regions were also in the top 3, but the full-scale war affected the pace of deals there.
Land plots for development: key price benchmarks
The market for development plots is less transparent than the market for land shares, so it is important to distinguish between the “price in the advertisement” and the “price in the notarized contract.”
• Kyiv (elite areas suitable for low-rise or small-apartment development): starting at $12,000 per 100 square meters and above.
• Kyiv agglomeration (suburban villages with utilities): often $2,500–3,000 per 100 square meters; without utilities, the price may be half as much.
• Resort coastal locations (parts of the Odesa region, the Carpathians near hotels): $5,000 per 100 square meters and above in top demand areas.
• Western regions that have accepted business relocation (Lviv, Zakarpattia): $2,000–2,400 per 100 square meters in residential/cottage clusters near cities.
• Central, northern, and part of the eastern regions: $800–1,000 per 100 square meters in average offers without premium locations.
The actual discount in the deal compared to the advertised price can reach 20–40%, especially if the plot lacks electricity, water, or approved urban planning conditions.
What should you check before buying land?
A short list of minimum requirements (without “deep legal due diligence”):
Cadastral number and correct boundaries of the plot — check the Public Cadastral Map.
Intended use (from documents + actual zoning). If you are buying for construction, the documents must contain the appropriate wording: “for construction and maintenance...” or the permitted type of commercial use.
Ownership and transfer history — extract from the State Register of Real Rights; check in “Dія.”
Encumbrances: mortgage, seizure, litigation, easement — check in the registers of court decisions and debtors.
Regulatory monetary valuation (RMV) — will affect taxes and the minimum transaction price.
Communications and access — one of the main arguments in price negotiations.
Who can buy?
• Ukrainian citizens can buy both building and agricultural land (general concentration limits apply, currently up to 10,000 hectares).
• Ukrainian legal entities (with transparent Ukrainian beneficiaries, without prohibited owners) have the right to buy agricultural land from 2024.
• Foreigners cannot purchase agricultural land (until the referendum); if inherited, they must dispose of it within a year. They can purchase building plots within settlements; outside settlements, only if there is real estate on the land that is being transferred to ownership.
Land purchase opportunities for foreigners
• You can: buy a building plot within a settlement (residential or commercial) subject to zoning restrictions; purchase a plot together with a house outside a settlement.
• You cannot: directly purchase agricultural land; if inherited, you must dispose of it within 12 months.
• Recommended: obtain a RNOKPP (tax number), prepare translated and notarized documents, engage a lawyer for registration of rights and tax procedures.
• Alternative: invest through a Ukrainian company in compliance with ownership structure requirements (individual legal support is required).
When to negotiate the price of a plot?
You have grounds for a discount if: there is no electricity supply; access is only by dirt road; the actual and cadastral boundaries do not match; there is suspicion of a legal dispute; the NGA is significantly lower than the asking price; there are few deals in the region — liquidity is low. In practice, discounts of 10–40% are not uncommon, especially in the secondary market.
