Being involved in a road traffic accident (RTA) is a stressful situation, especially in a foreign country. It is important for Ukrainian and foreign drivers to clearly know the procedure to follow in the event of an RTA in Ukraine in order not to aggravate the consequences and competently protect their rights.
The first thing to do at the scene of an accident
1. Turn on your hazard lights. This is a signal to other road users about potential danger.
2. Check for injuries. If anyone is injured, call an ambulance and, if possible, provide first aid.
3. Set up an emergency stop sign. In the city, place it at least 20 metres from the car, and outside the city, at least 40 metres from the car.
4. Assess the situation: do you need the police? If the damage is minor, there are no injuries, and all parties agree, you can fill out a European accident statement form.
⚠️ Important: you can only fill out a European accident statement if you have valid motor insurance in Ukraine. Without it, you must call the police.
You can easily and conveniently purchase motor insurance online through Visit Ukraine.
When should you call the police?
You must call the police if:
▪️ there are injuries or fatalities;
▪️ one of the drivers is intoxicated;
▪️ you cannot agree on the circumstances;
▪️ more than two cars are involved in the accident;
▪️ third-party property (fences, traffic lights, buildings) has been damaged;
▪️ none of the participants has motor insurance.
How to fill out a European accident statement correctly?
A European accident statement is an official document used to record a traffic accident without calling the police. It is filled out directly by the drivers involved in the accident and submitted to the insurance company as confirmation of the incident.
The Europrotocol can be completed in two formats: on paper, using a special form provided to the insured when taking out a motor vehicle insurance policy, or electronically, via the ‘Electronic Europrotocol’ system. If the form is lost, the insurer will issue a new one free of charge upon written request from the car owner.
Registration is possible if:
1. there are no casualties in the accident;
2. the damage does not exceed 80,000 UAH;
3. both parties agree and are sober;
4. both vehicles are insured under motor third party liability insurance.
What to include in the Europrotocol:
▪️ driver and vehicle details;
▪️ motor vehicle insurance policy number;
▪️ place and time of the accident;
▪️ diagram of the accident and signatures of the parties.

Who submits the information to the insurance company?
The Europrotocol, or report of a traffic accident, must be completed and submitted to the insurance companies by the participants in the accident, both drivers.
The Europrotocol may only be completed under certain conditions. First of all, there must be no injuries or fatalities as a result of the accident. Both drivers must have a valid motor insurance policy and agree to fill out the report without calling the police. It is important that none of the participants are under the influence of alcohol or drugs, or have taken any medication that may affect their consciousness.
If at least one of these conditions is not met, it is mandatory to call the National Police.
The completed Europrotocol must be submitted to the insurance company within three days after the accident. If the document is completed through the ‘Electronic Europrotocol’ service, the insurance company will receive the data automatically.
Reminder: motor vehicle insurance is mandatory for using the Europrotocol.

How to submit documents to the insurance company after an accident?
You must contact the insurance company within 3 working days of the accident. You will need the following documents:
▪️ a completed Europrotocol or police report;
▪️ a copy of your driving licence;
▪️ the vehicle registration document;
▪️ your insurance policy;
▪️ photos of the accident scene (if possible).
If you are not at fault, the insurance company of the person responsible will cover the damages. If the person responsible is unknown or compensation cannot be paid for other reasons, we recommend purchasing additional protection with broad risk coverage — Mini HULL.
This policy will help you even in the event of damage caused by military action.
What should you not do in a traffic accident?
❗️ Do not leave the scene of the accident — this is a criminal offence.
❗️ Do not sign any documents you do not understand — it is better to seek advice.
❗️ Do not threaten other participants — this may lead to liability.
❗️ Do not leave your car on the road without marking it — this violates traffic rules.
Conclusions: how to minimise the consequences of a traffic accident
Even if you are an experienced driver and follow the rules of the road, an emergency situation can happen to anyone. However, taking action in advance and being properly prepared will help reduce the financial and emotional consequences of a traffic accident.
First of all, we recommend that you take out motor third-party liability insurance in advance — this is not just a legal requirement, but your protection. You should also consider additional types of insurance, such as mini-HULL.
If an accident does occur, it is important to keep your documents and insurance policy handy — in both paper and digital form. If you do not have them, you may lose your protection.
You can purchase motor third-party liability insurance or mini-HULL insurance online at Visit Ukraine — quickly, safely and without any hassle.
