Since the beginning of 2025, the updated rules of CTPCI have officially come into force in Ukraine, and they have dramatically changed the interaction between the driver and the insurance company after an accident.

Law No. 3720 eliminates outdated mechanisms that have created difficulties for victims for years: a difficult search for the culprit insurer, low payments due to wear and tear, and long waits for decisions. Now all key processes are faster and more transparent, and the amount of compensation is fair. The introduction of direct settlement allowed the driver to apply exclusively to “his” insurance company, and the new financial limits guarantee fuller compensation for losses.

In addition, the insurer is obliged to offer repair options, which turns CTPCI into a real service rather than a formality. The updated insurance model brings the Ukrainian market closer to the European format and gives drivers more confidence in difficult situations on the road.

Direct settlement: how the new system works and why it is beneficial for the injured driver


The introduction of mandatory direct settlement was a key reform of the CMTPL in 2025. Previously, the victim had to search for the insurer of the culprit of the accident, find out the terms of the policy and wait for the company's decision, but now the whole process has been greatly simplified.

The driver only has to contact his insurance company, even if the MTIBU is supposed to pay compensation, and issues between insurers are resolved without his participation. This reduces stress in the first days after an accident and eliminates situations where payment was delayed due to the insolvency or refusal of the culprit's insurer.


The practical advantage of the mechanism is obvious: the company that sold you the policy is interested in a quick settlement, as its reputation is a factor that directly affects the renewal of contracts and the choice of customers. Upon receipt of a claim, the insurer immediately starts the process of assessing losses without shifting responsibility to third parties.

Exceptions remain only for complicated cases: when more than two cars are injured or damaged in an accident. However, statistics show that most road accidents are subject to direct settlement, so for the average driver, this is the most practical change to the system.

Full and fair compensation


The updated CTPCI eliminates several mechanisms that have been underestimating the amount of compensation for road accident victims for years. Now payments have become more transparent, predictable and realistic in relation to the actual costs of car repairs.


Abolition of the physical depreciation coefficient


Previously, the cost of repairs was reduced depending on the age of the part. For cars older than 10 years, wear and tear could cut the payment in half or even more. In 2025, this approach will be canceled. Damage is assessed based on the actual market value of the parts, which allows you to get the real amount needed to fully restore the car, regardless of its year of manufacture. This is one of the most significant changes for owners of older cars.


Waiver of the deductible


Before the law was updated, the driver was not able to receive full compensation from the insurance company: UAH 1,000-3,000 of the deductible had to be collected personally from the culprit of the accident. This often created conflicts or delays.

Starting in 2025, the deductible is no longer applicable - the insurance company covers 100% of the damage within the insurance limits. For the victim, this means zero additional costs and a minimum of bureaucracy.


Increased limit under the European Protocol


The limit of payments under the Europrotocol has increased from UAH 80,000 to UAH 250,000, which has significantly expanded the possibilities of its use. Most minor road accidents can now be settled without calling the police, without fines and without unnecessary delays.

Drivers can file the document online through the Electronic Europrotocol, which speeds up the settlement and reduces stress after an accident. Thanks to the increased limit, the procedure has become not only convenient, but also really effective in financial terms.

Faster settlement: new terms for review and decision-making


The updated CTPCI not only changes the financial part of payments, but also significantly speeds up the settlement process. Previously, insurance companies could consider a claim for up to 90 days, and drivers often remained in limbo without a clear understanding of when the payment would be made and what decision the insurer would make. Now the law sets specific time frames that protect the victim and make the procedure more predictable.

The new rules stipulate that the decision on payment should be made within 60 days from the date of submission of the application. Only in exceptional cases can the deadline be extended, and then no more than 90 days. This approach creates clear standards of work for insurance companies and at the same time reduces the level of stress for the injured driver. After all, the faster the decision is made, the faster the car is repaired and the driver can return to normal use of the vehicle.

Repairs instead of formalities: how the insurer offers service stations for car repairs


In 2025, CTPCI changed not only in the financial part - the legislator focused on improving service quality. Previously, after an accident, the driver was often left alone to find a workshop and organize car repairs. Now, this stage is partially taken over by the insurance company, which greatly simplifies the life of the victim and makes the process more customer-oriented.

According to the new rules, the insurer is obliged not only to pay compensation but also to offer a list of at least three partner service stations that can perform repairs. This approach provides the driver with choice, transparency, and the opportunity to receive quality services from trusted service stations. In addition, cooperation with service stations speeds up the start of repair work: Service stations are usually already familiar with the insurance company's algorithms, which reduces the number of approvals and the processing time.


For the driver, this means not only saving time but also reducing risks: selected service stations bear reputational responsibility to the insurer, and therefore provide predictable and controlled service. As a result, the settlement system ceases to be a purely paper-based process and turns into a comprehensive support system that accompanies the driver from the moment of application to the full restoration of the car.
