Many foreigners who were born, lived, or have family ties in Ukraine need to restore official documents from the Civil Registry Office — birth, marriage, divorce, or death certificates of their relatives. These documents can often be lost, damaged, or contain inaccuracies that make them unusable abroad, for example, when applying for citizenship, a visa, or legalization of status in another country.
In this article, we explain what a foreigner should do in such a situation, especially if they are unable to come to Ukraine in person.
When is it necessary to restore a civil registry record: the most common situations
The need to request documents or make changes arises in the following situations:
1. The original birth or marriage certificate has been lost or destroyed.
2. A duplicate is required for submission to a consulate, court, or migration service.
3. The documents contain errors — different spellings of names, dates of birth, places of birth.
4. The information is not entered in the electronic database of the Civil Registry Office — it is only available in the archive.
5. Legalization (apostille or consular legalization) is required for the use of documents abroad.
6. There is a need to prove a family relationship or event (birth, marriage, death) in court.
Ways to solve the problem: how can a foreigner obtain documents from the Civil Registry Office in Ukraine?

A foreigner can entrust this to a lawyer or representative on the basis of a notarized power of attorney. The document can be obtained in the original and apostilled for submission abroad.
Tip: if a foreign power of attorney is submitted, it must be apostilled or consular legalized + translated into Ukrainian.
2. Correct an error in the record
Is the name spelled incorrectly, is the date wrong, or is there an error in the place of birth? This information can be officially changed through the procedure for amending the record. However, in complex cases where there is no confirmation, you will have to apply to the court to establish a legal fact.
3. Establish a legal fact through the court
This is possible if:
● Documents have been lost, burned, or destroyed, and there is no record in the civil registry office;
● The person was born or married in the USSR, and the archive is preserved in Ukraine;
● It is necessary to prove a family relationship, birth, marriage, or death that is not confirmed by documents;
● Evidence must be collected: medical certificates, testimonies, certificates from archives, etc.

Can the entire procedure be completed remotely?
Yes, if you are abroad, you can:
1. Provide a notarized power of attorney (legalized),
2. Sign applications online with the help of a lawyer,
3. Receive documents via international mail or courier.
