This is most often due to religious beliefs and often raises doubts: will such people be able to use the services of the Ministry of Internal Affairs service centres and will there be any problems with processing documents?

Is it necessary to have a TIN to receive services at the Ministry of Internal Affairs service centres?

In fact, the absence of a TIN does not restrict a citizen's rights. The law clearly stipulates that the passports of people who have refused to obtain a code must be marked with the word ‘refusal’ or accompanied by an official notification to that effect. In passport booklets, this mark is placed directly on the page, and for ID card holders, a separate extract indicating the refusal is attached to the document. In other words, the presence of an RNOKPP is simply replaced by another legal confirmation of identity.

How to obtain services without an identification code?

With this mark, a citizen can contact the service centres of the Ministry of Internal Affairs and receive all standard services — from obtaining or exchanging a driving licence to registering vehicles. There are no restrictions on the list of procedures, and the absence of an identification code does not prevent a person from receiving public services.

The application process is also straightforward. If a person can confirm their identity electronically — via an electronic signature, ID card or the Diya app — they can easily make an appointment online at a convenient time. If this is not possible, the appointment is made on site through the service centre administrator. During the first visit, the process may take a little longer, but this is only due to additional data verification.

It is important to understand that refusing to obtain a TIN does not restrict a citizen's rights. Each subsequent visit also takes place without restrictions — it is enough to present a passport with a refusal mark or a corresponding notification. Service centre employees are obliged to provide the service in full and help you go through all the stages of registration.

Thus, the absence of an identification code is not an obstacle to receiving public services. The main thing is to have a document confirming the officially registered refusal and to contact the service centre in any convenient way.
