State registration, re-registration, and deregistration of vehicles in Ukraine is carried out in accordance with Resolution No. 1388 of the Cabinet of Ministers of Ukraine dated September 7, 1998. These procedures are carried out on the basis of an application submitted by the owner in person or through an authorized representative who confirms their authority with the relevant documents. It is important to know that the list of such documents for individuals and legal entities differs.


In this article, we will look at what powers of attorney are required and how to properly prepare documents for submission to the service centers of the Ministry of Internal Affairs.

Two types of powers of attorney accepted by the service centers of the Ministry of Internal Affairs


1. Notarized power of attorney for individuals


Individuals may authorize a representative to perform registration actions with a vehicle only on the basis of a notarized power of attorney. Such a document confirms the right of the authorized person to act on behalf of the owner at the MIA service centers.


With this power of attorney, the representative may:


- register or re-register a car;

- deregister a vehicle;

- receive other administrative services on behalf of the owner.


The notarized form guarantees the legal validity of the document and protects the interests of both parties.



For legal entities, there is a different procedure for confirming the representative's powers. Organizations must submit:


- an organizational and administrative document defining the powers of the person;

- a power of attorney issued by a legal entity.


The power of attorney is issued by the governing body or a person who has been granted such a right by the company's founding documents.


Although there is no exhaustive list of organizational and administrative documents defined by law, in practice, the following are usually submitted:


- an order appointing a manager or responsible person;

- a decision of the founders;

- a power of attorney for the representative;

- an extract from the Unified State Register of Legal Entities and Individual Entrepreneurs;

if necessary, copies of constituent documents (articles of association, regulations, etc.).


These documents confirm the legal capacity of the legal entity and the powers of the representative applying for the service.

What other documents do I need to provide when registering a car?


In addition to confirming their authority, the representative must have a complete set of documents for the vehicle, namely:


- documents confirming the legal purchase, import, or customs clearance of the car;

- documents certifying that the design complies with road safety requirements;

- grounds for making changes to the registration documents (if necessary).


A correctly and timely prepared set of documents allows you to avoid unnecessary delays and ensures quick receipt of administrative services.

Check that the power of attorney is correctly drawn up.

For individuals, this is a notarized power of attorney on a special form.

For legal entities, this is a power of attorney issued by the authorized body of the legal entity.

Prepare the documents in advance.

The list may vary depending on the service, so it is better to prepare the package in advance.
