How to confirm the fact of issuing a driving licence in Ukraine: step-by-step instructions
Many Ukrainians face a situation where they need confirmation of the issuance of a driver's licence in order to exchange rights abroad or submit documents to foreign institutions. However, the Ministry of Internal Affairs does not provide the usual ‘certificate’ — a completely different mechanism is in place. Ukrainians are increasingly turning to the Ministry of Internal Affairs service centres with requests to issue a ‘driving experience certificate’ or a document confirming the issuance of a driving licence. Such requests are particularly common when exchanging Ukrainian licences for foreign ones or when submitting documents to state authorities in other countries. However, it is important to understand that the MIA does not issue the usual ‘certificate’ in its classic form, as explained by the Main Service Centre of the MIA.

Why there is no ‘certificate of driving experience’
The MIA service centres do not record how often a citizen drives a car after obtaining a licence. They do not track driving experience and actual use of transport — this is not within their competence. Therefore, a document called a ‘certificate of driving experience’ is not provided for by law.
Similarly, service centres do not issue a separate document called a ‘driver's licence confirmation certificate’. This concept also does not exist.
What can be obtained officially
The only legally valid document is a response to a citizen's request.
It is in this document that the service centre confirms the fact of issuing a driver's licence.
Such a response:
▪️ is drawn up on the official letterhead of the RSC or TSC of the Ministry of Internal Affairs,
▪️ contains the outgoing number, date, and contact details of the institution,
▪️ is signed by an authorised administrator,
▪️ does not contain a seal — it is not affixed to the response to the request.
This document is accepted by foreign authorities, consulates, migration services and insurance companies, as it is legally valid and can be verified.

How to submit a request for confirmation
There are three convenient ways:
▪️ In person — at any territorial service centre of the Ministry of Internal Affairs;
▪️ By post — by sending a letter to the address of the regional service centre;
▪️ By e-mail — to the official e-mail address indicated on the website of the Main Service Centre of the Ministry of Internal Affairs.
The request must include:
1. surname, first name and patronymic;
2. place of residence;
3. the essence of the request (for example: ‘please confirm the fact of issuing a driving licence’);
4. contact details for receiving a response;
5. date and signature.
After registering your request, you will receive an official document within the specified time frame.
How to verify the authenticity of the response
Each response has an incoming and outgoing number and contains all the details of the service centre — address, telephone numbers, email. You can verify its authenticity by contacting the regional service centre using the contact details provided.
