Despite all the challenges and the continued focus on strengthening the country's defence, Ukraine plans to raise social standards. In October 2025, the Verkhovna Rada adopted the draft State Budget for 2026, which provides for the first increase in the minimum wage since 2023. In October 2025, the Ukrainian parliament supported draft law No. 14000 on the state budget for 2026. Although strengthening defence remains a key priority for the country, the draft budget for next year provides for an important social change: an increase in the minimum wage and the minimum subsistence level.
This increase will be the first since 2023. Currently, the minimum wage in Ukraine is 8,000 hryvnia per month.
How much will the new minimum wage in Ukraine be?
According to the draft State Budget for 2026, it is planned that the minimum wage will be increased to:
▪️ 8,647 hryvnia per month.
▪️ 52 hryvnia per hour.
This means an increase in the minimum wage of 647 hryvnia.
Increase in the subsistence minimum
The draft state budget for 2026 also provides for an increase in the subsistence minimum. From January 2026, the subsistence minimum per person per month should be 3,209 hryvnia.
What has changed in the draft before the second reading?
The Cabinet of Ministers of Ukraine has prepared the draft state budget for 2026 for the second reading in the Verkhovna Rada. Among the main changes are:
▪️ Revenues are expected to increase by 27.8 billion hryvnias, in particular, thanks to the proposal to increase the income tax rate for banks from 25% to 50%.
▪️ Expenditures are expected to increase by 33.6 billion hryvnias.
The final approval of the state budget, which will enshrine these social standards, is expected after the second reading in the Verkhovna Rada.
