A new programme called ‘Winter Support’ is being launched in Ukraine — the government has approved a one-time payment of 6,500 hryvnia for the most vulnerable categories of the population. The aim of the initiative is to help Ukrainians get through the winter and cover their basic needs for heat, clothing and medicine.


According to Prime Minister Yulia Svyrydenko, assistance will be provided automatically through the Pension Fund of Ukraine, without the need to apply or fill out any forms. Recipients will simply receive a notification that the funds have been credited to their accounts. The programme will start in early December and will cover more than 660,000 people across the country.


Who will receive 6,500 UAH?


The funds will be transferred to the accounts of the following categories of citizens:


▪️ orphans and children under guardianship or care;

▪️ children with disabilities;

▪️ children in foster families and family-type children's homes;

▪️ internally displaced persons (IDPs) with Group I disabilities;

▪️ children under 18 from low-income families;

▪️ single pensioners who receive a care allowance.


Payments will be transferred to accounts with a special usage regime or to virtual ‘Dія’ cards.

Do I need to apply for the 6,500 UAH benefit?


No, no applications are required. All payments will be made automatically based on data from state registers. If a person belongs to one of the specified categories, the funds will be transferred to their account within the established time frame without any additional action.


What can the money be spent on?


The funds received can only be used for certain categories of goods. The list includes:


▪️ medicines and medical supplies;

▪️ clothing and footwear;

▪️ other essential items.


At the same time, as clarified by MP Oleksiy Goncharenko, the money will need to be used within six months of being credited.
