A new winter support program is being launched in Ukraine. This step will be part of a set of government initiatives aimed at supporting the population during the cold season. Find out who is eligible for the payment, how to apply, and when the funds will be credited
Today, 15 November, Ukraine began accepting applications for winter assistance in the amount of UAH 1,000. The programme will be part of a comprehensive government initiative for winter support aimed at helping the population and stimulating the domestic economy.
The state budget for 2026 allocates UAH 14.4 billion for the implementation of such measures, which will cover more than 15 million Ukrainians, according to Minister of Social Policy, Family and Unity Denys Ulyutin.
The ‘Warm Winter’ programme and one-time assistance
One of the main areas of focus will be the ‘Warm Winter’ initiative — a payment of UAH 6,500 to the most vulnerable categories of citizens. It is expected that more than 660,000 people will benefit from the programme, and the funds can be used for clothing, footwear and medicines. Payments will be made by the Pension Fund of Ukraine.
UAH 1,000 payment for all Ukrainians
Another part of the programme provides for a payment of UAH 1,000 to all citizens of Ukraine, regardless of age. Both adults and children will be eligible to receive it. Applications can be submitted from 15 November to 15 December, and the payments themselves are calculated for at least 10 million people.

How did you receive the 1,000 UAH payment last year? Step-by-step instructions:
1. Install or update the ‘Dія’ app.
2. In the “Services” section, select ‘National Cashback’ → ‘Winter eSupport’.
3. Click ‘Start’ and specify the recipient — yourself or your child.
4. Select an existing account or open a new one.
5. Submit your application and wait for the funds to be credited within 10 days.
Offline registration via Ukrposhta and banks
Last year, applications were accepted from 4 December through Ukrposhta and from 10 December through partner banks.
The following persons were eligible to apply for payment through Ukrposhta:
- pensioners over 60 years of age;
- persons with disabilities of groups I–II;
- persons with childhood disabilities of groups I–II;
- parents or guardians of children with disabilities of subgroup A;
- recipients of pension and social benefits through Ukrposhta in combat zones.
Payments were made by postmen, stationary and mobile branches.
As Minister Denys Ulyutin emphasised in a recent comment, the above-mentioned programmes are aimed not only at supporting citizens during the winter period, but also at reviving the domestic market. The money that Ukrainians will receive will be spent on domestic goods and utilities, which will have a positive impact on the country's economy.
