Ukraine has been living in a state of war for four years now, and the issue of rebuilding destroyed infrastructure remains one of the key challenges for the state. In this article, we discuss how much money has been allocated for construction purchases, which projects have been financed, and what problems the reconstruction system faces.


How much Ukraine has spent on reconstruction during three years of war


According to a study presented by the Center for Economic Strategy and published by Ukrinform, since the start of the full-scale invasion, approximately $20 billion has been spent on construction purchases that can be considered related to reconstruction.

Each year, this amount is approximately 300 billion hryvnia, or $7-8 billion. And although these expenditures do not cover all projects related to reconstruction, they show the general trend and scale of the work.

Analysts emphasize that one-third of all expenditures occur in the third and fourth quarters of each year. This is due to the specifics of budgetary processes: the final months of the year are traditionally characterized by the most active procurement.


Where are most of the funds directed


Critically important infrastructure facilities are the focus of funding. According to CES senior economist Natalia Kolesnichenko, the largest expenditures were in the following areas:

● Water supply after the destruction of the Kakhovka reservoir. After the dam was blown up, hundreds of thousands of people in Mykolaiv, Kryvyi Rih, and Marhanets were left without a stable water supply. The state invested significant funds in the construction of new water intakes and the restoration of the system.

● Protection and repair of energy infrastructure. Russian attacks on energy facilities necessitate constant repairs, equipment upgrades, and system reinforcement to minimize the risk of repeated damage.

Regions with the largest reconstruction volumes


The leaders in terms of the number of construction purchases were:

● Kyiv

● Kharkiv region

● Odesa region

Frontline territories and regions that have suffered the most destruction require constant investment in housing, infrastructure, and social facilities.


Problems in the field of procurement: what the study revealed


Despite significant investments, the system has a number of shortcomings.


1. Low competition. Most purchases in Prozorro are made with only one participant, which reduces the efficiency of spending and increases the risk of inflated prices.

2. Excessive number of sub-threshold purchases. Such purchases are less transparent and more difficult to control, which creates risks of inefficient use of the budget.

3. Violation of accessibility standards. According to the Institute for Economic Research (IER), an analysis of more than 800 social infrastructure facilities showed that:

● most do not meet the accessibility requirements for people with disabilities;

● buildings are not equipped with the necessary elements of inclusiveness.

4. Low awareness among residents. Residents of damaged apartment buildings often do not have access to information about the timing and stages of restoration of their homes.


These problems slow down the pace of reconstruction and reduce the effectiveness of budget spending.
