The Ministry of Defence of Ukraine has expanded the capabilities of the ‘Reserve+’ application by adding a new category of citizens who are eligible for automatic deferment from mobilisation. The Ministry of Defence of Ukraine has launched an update to the ‘Reserve+’ application, adding another category of citizens who will be able to obtain a deferral from mobilisation online. Now, fathers and mothers who are raising a child under the age of 18 on their own, if the other parent is deceased or deprived of parental rights, have this opportunity.
Previously, Reserve+ allowed deferrals for a limited list of categories, including students, people with disabilities, parents with multiple children, and others. Now, the circle of eligible individuals has been expanded, which will simplify the process for single parents. Everything is done digitally, without personal visits or paper certificates.
Deferral for single parents: who can apply?
To take advantage of this new right, you need to:
▪️ submit a request through the Reserve+ app;
▪️ wait for the automatic verification of data in state registers;
▪️ receive a notification of deferral directly in your electronic military document.
The process takes from a few minutes to a couple of hours. The main condition is the availability of up-to-date data in the State Register of Civil Status Acts (DRACS). If the system does not contain information about the child or the death/deprivation of parental rights of the other parent, it is necessary to update it in advance at the nearest DRACS department.

What deferrals are available in Reserve+?
The app already supports 10 types of online deferrals, including:
▪️ persons with disabilities;
▪️ temporarily unfit for service;
▪️ parents of a child with a disability;
▪️ parents of an adult child with a Group I–II disability;
▪️ spouse of a person with a disability;
▪️ women and men in the military who are raising children;
▪️ parents of three or more children;
▪️ students and postgraduates;
▪️ employees of higher and vocational education institutions.
Reminder! Ukraine is launching a new system for applying for deferrals from mobilisation — now some of the documents can be submitted online, and most deferrals will be extended automatically. The changes will take effect on 1 November 2025 and will affect hundreds of thousands of conscripts.
