Can parents of children with disabilities apply for deferment from mobilisation in the Reserve+?
Ukraine is expanding digital opportunities for military personnel and their families. Parents of children with disabilities can now apply for deferment from mobilisation online, without having to visit the Territorial Recruitment Centre or submit paper documents. Martial law and general mobilisation remain in effect in Ukraine. Despite this, the law provides for a number of grounds for deferral from conscription, including for parents raising children with disabilities. It will now be easier to apply for such a deferral — the Ministry of Defence is preparing to launch a new feature in the Reserve+ mobile app. Beta testing has already begun.
New feature in ‘Reserve+’
According to the Ministry of Defence, the app will soon feature an online application for deferral for parents of children with disabilities. This applies to both minors and adult children, provided that the disability is officially confirmed. Users will be able to submit their applications remotely, without visiting regional recruitment centres (RRCs) and without paper certificates.
To test the feature before its official launch, the Ministry of Defence is offering voluntary participation in beta testing. To do so, you need to fill out a special form available at the link on the ministry's official website. The following people can participate in the testing:
▪️ parents of a child with a disability under the age of 18;
▪️ parents of an adult child with a disability.

How to get a deferral?
The procedure for applying for a deferral in ‘Reserve+’ is fully automated. After submitting a request, the system checks the grounds for granting a deferral using data from state registers. If the information is confirmed, the user is automatically granted a deferral, and a note about this appears in the electronic military document in the application.
According to the Ministry of Defence, the process takes several hours and does not require a personal visit to the TCC. This should significantly simplify life for families raising children with disabilities and remove unnecessary bureaucratic burdens.
Reminder! Martial law continues to be in effect in Ukraine, and men subject to military service are required to comply with registration rules. However, even after paying a fine for violating these rules, the ‘wanted’ status does not always disappear.
