Through the Administrative Services Center and “Reserve+”: how the procedure for applying for deferrals will change from November 1
Ukraine is launching a new system for applying for deferrals from mobilization—now some documents can be submitted online, and most deferrals will be automatically extended. The changes will take effect on November 1, 2025, and will affect hundreds of thousands of conscripts. From November 1, 2025, Ukraine will introduce a new procedure for applying for and extending deferrals from mobilization. Most procedures can now be completed remotely via the “Reserve+” app, and for those who do not use digital services, documents will be accepted at the Administrative Service Centers.
Automatic extension of deferrals
According to Mstislav Banik, head of digital projects at the Ministry of Defense, about 600,000 Ukrainians will receive an automatic extension of their deferral without having to personally apply to the TCC.
The system will independently verify the grounds in state registers — for example, the presence of three children, education, scientific activity, or disability. If the information is confirmed, there is no need to visit the TCC or ASC — a notification of the extension will appear in the “Reserve+” app.
This automatic extension has been introduced to reduce queues at territorial recruitment centers and to make the process more transparent.
How to apply for a deferral: online or through the ASC
There are now two ways to obtain or extend a deferral:
1) online — in “Reserve+” (9 main categories of deferrals are already available, with 2 more to be added in the coming days);
2) offline — through the ASC, which will accept documents from November 1.
If you are submitting documents for the first time or have a lot of paper certificates, please contact the ASC. All documents from there will be sent to the TCC, which will make the final decision.
Seven days after submission, the information can be checked in “Reserve+” or clarified directly at the ASC.
Important: until October 31, the ASCs are not yet accepting documents — the previous procedure through the TCC is still in effect.
What will change for conscripts after November 1?
The Ministry of Defense is introducing several innovations that will simplify the registration process:
- Automatic extension of deferrals for persons whose grounds can be confirmed through state registries.
- An electronic deferral document instead of a paper certificate with a stamp.
- The ability to obtain a printable file in the “Reserve+” application, on the “Dіya” portal, or at the TCC/ASC.
- Refusal of the TCC to accept documents directly after November 1 — instead, citizens will be directed to the ASCs or “Reserve+”.

Who will receive an automatic extension?
The system will automatically extend deferrals for the following categories:
people with disabilities;
those temporarily unfit for service;
parents of three or more children under the age of 18;
parents of children with disabilities;
people whose spouse has a Group I or II disability;
those who care for parents with disabilities (their own or their spouse's);
single parents, if their spouse serves in the Armed Forces of Ukraine;
full-time or dual-track students, graduate students, doctoral students, and interns;
research and teaching staff working at least 0.75 of a full-time position;
persons whose relatives were killed or went missing during combat operations;
relatives of Heroes of Ukraine who were posthumously honored;
persons illegally deprived of their liberty due to Russian aggression;
military personnel released from captivity.
If the system cannot confirm the grounds (for example, due to a lack of data in the registers or a change in marital status), the deferral will not be extended automatically, and you will need to submit the documents yourself.
Can I be mobilized while my documents are being processed?
Mstislav Banik, head of digital projects at the Ministry of Defense, explained on national television that the current deferral is valid until the end of martial law, i.e., until November 5, 2025, unless it is canceled earlier.
Submitting documents to the Administrative Services Center or through “Reserve+” does not change the status of a person liable for military service. The person remains in the same status they had before, meaning they cannot be mobilized during this period.
Reminder! Ukraine is preparing changes to the rules for reserving employees of critically important enterprises. The Verkhovna Rada has passed the first reading of a bill that allows temporary reservations to be made even for men without a military ID or those who are wanted by the TCC.
