e-Consul is now operational in all foreign embassies: what you need to know about the system
With the launch of the e-Consul system, Ukrainians abroad can submit applications and documents online, and visits to diplomatic missions are only necessary to collect the finished documents. Find out how e-Consul works, what opportunities it offers, and how it can help Ukrainians abroad
For millions of Ukrainians abroad, visiting the consulate was often associated with bureaucracy, queues and having to spend a whole day for a single document. In response, the Ministry of Foreign Affairs of Ukraine has launched the e-Consul system, which is now fully operational in all embassies and consulates abroad.
What is ‘e-Consul’ and why is it needed?
‘e-Consul’ is a modern electronic platform for submitting applications and receiving notarial and other consular services remotely. The system was created so that Ukrainians abroad can draw up powers of attorney, certificates and other documents online, and only need to visit the consulate to receive the finished document.
How does the system work?
The e-Consul functionality is designed to be as simple as possible:
▪️ the applicant fills out an online form via their electronic account;
▪️ uploads documents or selects ready-made templates (e.g., powers of attorney or applications);
▪️ tracks the status of the application in real time;
▪️ receives the finished document in person at the diplomatic mission.
Thus, the preparation and verification stages are carried out remotely, and visits to the consulate are reduced to a minimum.
The system is fully operational
The implementation of e-Consul began on 1 July 2025 and was carried out in stages. By 20 August 2025, the system had been rolled out in all 120 diplomatic missions of Ukraine abroad. This means that any Ukrainian citizen, regardless of their country of residence, can use the online service to submit documents.
According to the Ministry of Foreign Affairs, between July and August, almost 500 Ukrainians abroad have already used the new service. This confirms the high level of interest in the platform and its real demand among the diaspora.

What opportunities does e-Consul offer?
The system greatly simplifies access to services:
▪️ online submission of applications for notarial acts;
▪️ uploading of sample powers of attorney and applications;
▪️ the ability to attach documents in electronic form;
▪️ time savings and reduced queues.
In the future, we plan to expand the functionality by integrating with the Diya service, connecting online payment, and expanding the list of documents available for remote processing.
