New housing construction has picked up in Ukraine: where most of it is happening
In the first quarter of 2025, the pace of new housing construction in Ukraine increased significantly — during this period, construction started on 35% more projects than a year earlier. Find out which regions are building the most and how this will affect the real estate market
In the first quarter of 2025, the Ukrainian real estate market showed a noticeable revival. According to data from the State Statistics Service, between January and March, construction began on 22,698 apartments in the country, with a total area of an impressive 1.4 million square metres. These figures significantly exceed last year's results and indicate an increase in developer activity.
Where is most of the construction taking place?
Kyiv region
The largest number of new projects have been launched in the Kyiv region. In the first three months of 2025, construction began on 9,292 apartments with a total area of almost 595,000 square metres. The capital region traditionally attracts investors and buyers, remaining one of the most dynamic in terms of construction rates.
Lviv region
Lviv region follows Kyiv region. Construction of 3,067 new apartments with a total area of almost 248,000 square metres has begun in the region. Lviv continues to strengthen its position as one of the largest centres in western Ukraine, where demand for housing remains high.
Kyiv
In Kyiv itself, construction of 1,711 apartments with a total area of over 145,000 square metres began in January-March 2025. Despite difficult economic and infrastructure challenges, the capital remains of steady interest to developers and buyers.

Other regions with high activity
In addition to the leaders, significant volumes of new construction were recorded in Ivano-Frankivsk (1,530 apartments), Vinnytsia (973 apartments), Zakarpattia (968 apartments), Chernivtsi (965 apartments) and Volyn (923 apartments) regions. These regions are gradually increasing their importance in the country's housing market, especially given the growing interest in living outside megacities.

Dynamics compared to last year
For comparison: in the first quarter of 2024, construction began on 16,693 apartments with a total area of about 919,000 square metres. Thus, in 2025, the number of apartments at the start of construction increased by about 35%, and the total area by almost 52%.
Current indicators may suggest that more finished housing will enter the market in the next 2–5 years. This will enable buyers to choose new properties in different price categories and locations, and may also help to keep prices down by increasing supply.
