Shelling of Ukrainian energy facilities: what is known about Ladyzhyn, Burshtyn, and Dobrotvir

On the night of October 30 and on Thursday morning, russia launched missile and drone strikes on Ukraine, mainly targeting important gas and energy facilities. As a result, several regions of the country have already introduced emergency power cuts and hourly power outage schedules.
The Ministry of Energy confirmed the attacks on infrastructure and stressed that repair crews, rescuers, and energy workers will begin to eliminate the consequences as soon as the security situation allows. According to monitoring channels, three cities with thermal power plants (TPPs) were hit: Dobrotvir, Ladyzhyn, and Burshtyn.
Dobrotvir TPP: a role for Western Ukraine
The Dobrotvir TPP in the Lviv region is part of DTEK and provides power to the western part of the country. The station's installed capacity for 2022 is 510 MW. The station not only generates electricity but also provides heat and drinking water to the nearby village of Dobrotvir.
Igor Zinkevich, a member of the Lviv City Council, reported that a fire broke out at the Dobrotvir TPP after the strike.
Burshtyn TPP: strategic importance
The Burshtyn TPP, located in the Ivano-Frankivsk region, is the largest power plant in western Ukraine and an intersection of power lines connecting the country to the European power grid. The station supplies electricity to the Zakarpattia, Lviv, and Ivano-Frankivsk regions, as well as heating to the city of Burshtyn.
In 2024, the Burshtyn and Ladyzhyn TPPs were already damaged by rocket strikes, which underscores the strategic importance of these facilities for Ukraine's power grid.

Ladizhyn TPP: capacity and reserve sources
Before the invasion, the Ladizhyn TPP in Vinnytsia region had six power units: four in operation and two in conservation, with a total capacity of 1,200 MW. It supplies electricity to the central and southern regions of Ukraine and is located on the Southern Bug River.
In addition to coal-fired power units, the station has a hydroelectric power plant (8 MW) and a solar power plant (0.5 MW). The secretary of the Ladyzhyn City Council, Oleksandr Kolomiets, said that kindergartens will not be operating today, residents of affected buildings will be relocated, water will be delivered, and an alternative heating system is being prepared for launch.
Power outage schedules: electricity consumption restrictions in Ukraine
On October 30, electricity consumption restrictions were introduced in all regions of Ukraine — hourly power cuts and power restrictions, according to Ukrenergo.
“As a result of a massive rocket and drone attack on energy infrastructure, consumption restrictions have been introduced in all regions of Ukraine,” the company said in a statement.
Restriction schedules:
According to Ukrenergo, from 3:00 p.m. to 10:00 p.m., hourly power outages will be in effect throughout Ukraine, ranging from 1 to 2 shifts.
Power restrictions for industrial consumers: 8:00 a.m. to 7:00 p.m.
Ukrenergo noted that the situation may change and advised to follow the reports of the regional power distribution companies.
Throughout the day, energy workers and rescuers are working to eliminate the consequences of the attacks, while local authorities are organizing water delivery and resettlement of residents of the affected houses.
The Ukrainian energy system continues to operate, but strategic thermal power plants remain a target for russian attacks.
