Entry to Ukraine for citizens of Portugal: do foreigners need a visa in 2025?
Portuguese citizens can enter Ukraine on a visa-free basis, but there are exceptions. Find out when foreigners need to apply for a visa to cross the Ukrainian border

What are the rules for entering Ukraine under martial law? In most cases, Portuguese citizens do not need a visa to travel to Ukraine, but there are certain exceptions.

Does a Portuguese citizen need a visa to Ukraine?
Citizens of Portugal have the right to enter Ukraine without a visa, if the planned stay is less than 90 days, and the purpose of the trip is tourism, visiting relatives or other short-term trips. It is prohibited to work and study without a visa.
For unhindered entry into Ukraine, the following documents must be presented at the border:
● valid foreign passport;
● confirmation of the purpose of the trip – hotel reservations, apartment rental contracts, travel vouchers, tickets to seminars, exhibitions, fairs, invitations from companies and organizations, etc.;
● confirmation of sufficient financial support for travel in Ukraine - an average of $45 per person for each day of stay in Ukraine.

When do citizens of Portugal need to issue a visa to Ukraine?
If the Portuguese plans to stay in Ukraine for more than 90 days or to work or get an education, then a visa must be obtained for such a trip. To do this, you need to contact the embassy or consulate of Ukraine in Portugal and apply for a long-term visa (type "D"). It is better to do it three months before the planned trip to Ukraine.
After arriving in Ukraine on the basis of a visa, you will be able to obtain a residence permit. The procedure for obtaining a residence permit in Ukraine consists of several stages and requires the preparation of a certain list of documents.

List of documents required to obtain a visa to Ukraine
To obtain a visa, you need to prepare the following documents:
● A passport that is valid for three months from the date of arrival in Ukraine, contains at least two pages and is issued for a maximum of ten years;
● visa application form;
● a color photograph of 35*45 mm in size;
● a health insurance policy with at least EUR 30,000 coverage;
● a document confirming the availability of sufficient financial security;
● a document confirming payment of the consular fee.
Is insurance required to enter Ukraine?
Yes, medical insurance is a mandatory requirement. The policy must be valid for the entire period of stay and issued either by a Ukrainian insurance company or a foreign company that has an agreement with Ukrainian partners.

Useful tips for travellers visiting Ukraine
- Safety first. Before travelling, be sure to check the latest information on the security situation, avoid visiting combat zones and follow the recommendations of local authorities.
- Contact the Portuguese Embassy. Keep the contact details of the embassy in Ukraine for emergencies: Kyiv, 12 Ivan Fedorov Street; 044 287 5871.
- Documents and insurance. Always carry your passport and proof of insurance covering medical care, including war risks.
- Cash and bank cards. It is better to have some cash in hryvnia and dollars with you, as well as active international Visa or MasterCard cards.
- Transport and travel. Use official taxis or apps, avoid questionable routes, especially at night.
- Language and culture. Ukrainians are very hospitable, but knowing basic phrases in Ukrainian will help you communicate.
