Many new drivers, upon receiving their first driving licence, notice a mysterious mark in column 12 — 64.70. At first glance, this may seem like a technical detail, but in fact, the numbers have a very specific meaning that every novice driver should know. With reference to the Main Service Centre of the Ministry of Internal Affairs, we explain what you need to know about this mark.
What does the mark 64.70 mean?
Code 64.70 consists of two parts. The first digit — 64 — indicates that there is a speed limit for the driver. The second — 70 — indicates a specific limit, i.e. the maximum permissible speed of 70 km/h. This mark is affixed to all those who obtain a driving licence for the first time, valid for two years.
In other words, if your licence has the mark 64.70, it means that you have less than two years of driving experience and are required to adhere to a speed limit of 70 km/h, even if the speed limit on the road is higher.

Why are there such restrictions?
This rule applies not only in Ukraine, but also in most European countries. It is aimed at improving road safety. Speed limits for new drivers reduce the risk of accidents and help young drivers adapt to the road.
In addition, the 64.70 mark allows inspectors to quickly identify a new driver without referring to a database. This simplifies control and makes the driving licence system more transparent and compatible with European standards.
How the mark affects fines
If a driver with a 64.70 mark exceeds the speed limit of 70 km/h, even in an area where 90 km/h is permitted, it is still considered a violation.
Patrol police officers have the right to fine you for exceeding the limit set for you, regardless of general road signs. The amount of the fine is determined by standard rules for speeding, but the fact that you have a mark makes you less protected in a dispute, as the restriction is officially recorded in your licence.
After two years of driving, the driver can exchange their licence at the Ministry of Internal Affairs service centre. The new licence will no longer contain the 64.70 mark, and with it, the speed limit will be removed. The exchange procedure is standard - no need to retake exams, just submit an application and pay an administrative fee.
