Penalties for military registration in 2025: where the penalties are highest, who is fined, and how to pay online via “Reserve+”
The number of fines for military registration violations is growing in Ukraine — more than 47,000 cases since the beginning of 2025. Find out which regions impose the most penalties, who is fined, and how to pay fines online via the Reserve+ app
As of early October 2025, Ukraine had recorded 47,046 fines for violations of military registration rules, of which 14,454 cases had already been closed. These figures were published by the analytical service OpenDataBot.
Record July and leaders among regions
On average, territorial recruitment centers (TRCs) open about 4,500 new cases each month, but July was a record month, with 7,595 cases registered, almost double the average.
More than a quarter of all fines in July were imposed in Kyiv, where 1,999 cases were opened, or 26% of the total.
In total, more than 1,000 cases were recorded in 18 regions of Ukraine in 2025. Kyiv remains the absolute leader in terms of the number of cases opened, with 7,163 proceedings (15%). It is followed by:
● Sumy region — 4,251 (9%);
● Odesa region — 3,995 (9%);
● Dnipropetrovsk region — 3,846 (8%);
● Kharkiv region — 3,349 (7%).
The lowest rates are in the western regions and in areas where active hostilities are taking place. Thus, there are 626 proceedings in Lviv region, 464 in Rivne region, 315 in Ivano-Frankivsk region, 137 in Kherson region, and only 11 in Luhansk region.
Regional record
The Sumy City Military Registration and Enlistment Office set a record for the number of cases opened, filing nine proceedings against two men and eight against another citizen.
Thus, this center currently has the highest number of fines imposed per person among all TCCs in Ukraine.

Who is fined most often?
Most cases involve men aged 25 to 45, who account for about 80% of all fines. Only 98 cases have been filed against women, which is 0.2% of the total number.
After July 31, 2025, when the updated military registration procedure for women with medical or pharmaceutical education came into force, 26 cases have already been opened against women under the new rules. These are the first cases in which women have been officially held accountable for non-compliance with military registration requirements.
How to pay a fine for violating military registration
Since 2025, the process of paying fines has been greatly simplified thanks to the ability to do so online through the “Reserve+” application. To pay a fine online:
1. Download the “Reserve+” application.
2. Open the “Fines Online” section.
3. Submit an application for recognition of the violation.
4. Within three days, the TCC will review the application and send a decision.
5. After that, you will be able to pay a fine of UAH 8,500, which is 50% of the full amount.
Payment must be made within 20 days. If this is not done, you will have to pay the full amount — UAH 17,000.
We remind you! Martial law remains in effect in Ukraine, and men subject to military service are required to comply with registration rules.
