Fines of up to 51,000 hryvnia: Ukraine wants to punish illegal entry into military facilities
Ukraine plans to increase penalties for illegal entry into military facilities. The Cabinet of Ministers has supported a bill that provides for fines of up to 51,000 hryvnias. Find out what penalties violators face and who will record such offences
The Cabinet of Ministers of Ukraine has approved a bill introducing administrative liability for illegal entry into military facilities. This was reported by the Ministry of Defence.
According to representatives of the Ministry of Defence, the document aims to strengthen the protection of military facilities and prevent threats to the civilian population in the context of the ongoing armed aggression by the Russian Federation. Unauthorised entry into such territories carries the risk of sabotage and can have serious consequences for the security of the state.
What penalties are provided for
The bill establishes several levels of liability:
▪️ for the first offence, a fine of 500 to 1,000 non-taxable minimum incomes is provided for;
▪️ for a repeat offence within a year, the fine increases from 1,000 to 2,000 minimum incomes;
▪️ during a special period, the maximum penalty is 2,000 to 3,000 minimum incomes, with possible confiscation of the instruments of the offence.
In monetary terms, this amounts to up to 51,000 hryvnia.

Who will record violations
The National Police will have the right to draw up reports on illegal entry. Such cases will be heard by district, city and city district courts.
The Ministry of Defence emphasises that the adoption of the bill will increase the level of protection of strategic facilities and reduce the number of cases of unauthorised entry.
Why are fines being introduced?
According to the initiators, such measures will act as a deterrent, as attempts by citizens or sabotage groups to illegally enter Armed Forces facilities have been recorded against the backdrop of the war. Increased liability should not only protect the military, but also reduce the risks to civilians.
‘The adoption of the law will strengthen the security of the state and prevent possible threats from violators,’ the statement said.
