Starting from May 18, 2024, a new law came into force in Ukraine, which obliges men aged 18 to 60 to update their personal data in the Central Military District. It is necessary to indicate the current address of residence, email, phone number and other contact information. This can be done not only in territorial recruitment centers, but also in the Central Military District or through the conscript's electronic office. However, there are certain exceptions who do not need to go through this procedure. We will tell you more in detail in this article.

Who should update your military registration data in the Central Military District?


On May 18, 2024, the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Certain Issues of Military Service, Mobilization and Military Registration" came into force. According to it, all military conscripts had 60 days, that is, until July 16, 2024, to update their personal data. Although the specified period has already passed, the obligation to maintain the relevance of the information remains in force.


Accordingly, updating data in the CCC is mandatory for the following categories of citizens:


- Conscripts - aged 17 to 25 years, who have a registration certificate;

- Military conscripts - aged 25 to 60 years, who have a temporary certificate or military ID;

- Women with medical or pharmaceutical education, who are on military registration.

How can you update military registration data?


There are three ways to update your military registration data:


1. At the territorial recruitment and social support center (TCK and SP);

2. At the administrative services center (CNAP);

3. Through the mobile application Reserve+.


How to update your data in the TCK and SP?


You need to contact the TCK unit where you are registered, you need to have with you:

- passport of a citizen of Ukraine;

- identification code;

- military ID or temporary ID;

- medical documents, certificate of education;

- documents confirming the right to a postponement of mobilization (if any);

- MSEK certificate (if you have a disability).

After checking the documents, a mark with a barcode will be made in your military registration document about updating the data.


How to update your data through the CNAP?


You need to visit the nearest CNAP, select the appropriate service and submit the current information.

The administrator will enter the information into the electronic system, which is automatically synchronized with the "Oberig" register.

After that, you will receive an extract with the administrator's seal and signature about the data update.


Updating data via the Reserve+ application


To update data via the Reserve+ application, you need to

1. Download the application from the App Store or Google Play.

2. Log in via BankID.

3. Confirm or clarify personal data (address, phone, e-mail, etc.).

4. Check the correctness of the information.


After the update, the data will be displayed on the main screen of the application. At the same time, a message may appear about the need to visit the CCC in person to clarify information or if you are wanted. In such a situation, you should definitely contact the CCC.

What changes must be reported to the CCC after updating the data?


Also, under martial law, all men aged 18 to 60 must come to the CCC if they need to:

- change their place of residence within Ukraine;

- go abroad for no more than 3 days;

- report the loss of their military registration document;

- confirm the right to a deferment.


Who does not need to go to the CCC to update their data?


At the same time, there are categories of citizens who do not need to update their data in the CCC. These include:


- men under 18 years of age and over 60 years of age;

- women who are not on military registration;

- men aged 18–60 who have lost Ukrainian citizenship;

- men aged 18–60 who have been excluded from military registration;

- servicemen.


For men excluded from military registration (due to reaching the age of 60, a decision by the Military Registration and Conscription Commission on unfitness or loss of citizenship), a note to this effect must be present in the military ID card. If there is no such note or the document itself, it is still necessary to visit the local CCC.


As for servicemen, they do not need to update their information, since they are not on military registration. At the same time, if incorrect information is found in the “Reserve+” application, the serviceman himself or his relatives must contact the CCC to correct it.


What will happen if a conscript does not update his data in the CCC?


Failure to comply with the requirement to update his account data may result in administrative liability. According to Article 210 of the Code of Ukraine on Administrative Offenses, a fine of UAH 17,000 to UAH 25,000 is provided for violation of the rules of military registration. Its amount depends on the nature of the violation and may increase in the event of a repeat offense.


In more serious cases, systematic evasion of military registration may also result in criminal liability. According to Article 337 of the Criminal Code of Ukraine, in addition to a fine, a punishment in the form of corrective labor for a term of up to two years or arrest for up to six months is possible.


Ukraine is preparing changes to the rules for booking employees of critical enterprises. In particular, men who are wanted by the CCC and do not have a military ID card want to be given the right to a reservation, more in detail in this article.


So, the obligation and opportunity to update military registration data remain valid. At the same time, it is worth considering that now, when updating information, you may automatically be held administratively liable and fined.
