Six new services will soon be available on Diia: from an AI assistant and e-notary to basic social assistance and services for veterans. Find out how they will work and when they will become available
Ukrainians are already accustomed to the fact that Diya is constantly expanding the list of available services. Now, the team at the Ministry of Digital Transformation is preparing new services that will simplify the process of obtaining documents and assistance, as well as open up access to unique online opportunities.
In his column for RBC-Ukraine, First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov announced six new features that will soon be available on Diia.
AI assistant on Diia
Ukraine will soon receive the world's first national AI assistant for public services. It will allow users to obtain documents and consultations by simply writing a request in the chat.
The first service will be income information. Eventually, artificial intelligence will help users choose services depending on their life situation. This is a step towards an “agentive state,” where bureaucracy is replaced by simple communication with a digital agent.
eNotary
Ukrainians will be able to receive notary services online, even while abroad. The Ministry of Justice and the State Enterprise “National Information Systems” are working on an electronic system that integrates all notary processes.
The launch of the database is planned for the end of 2025, and the services themselves will be available from 2026. This will make notary services more accessible and cheaper.

eExcise
This is a large-scale reform of the alcohol and tobacco market. The electronic excise stamp will replace the paper one and will have a unique code that will make it impossible to counterfeit.
Anyone will be able to scan the stamp via Diia and verify the legality of the product. Beta testing has already begun, and the reform is scheduled to be launched in 2026. It is expected to reduce the shadow market and save billions of hryvnias for the budget.
Criminal record extract with apostille
Currently, extracts with apostilles can only be obtained in Kyiv. Soon, this will be possible online in Diia, with document delivery.
This service will be a real lifesaver for those who are applying for work or study abroad, participating in international tenders, or applying for residency.
Basic social assistance
The new service will combine all state social payments into one comprehensive service. Ukrainians will be able to apply for assistance for low-income families, payments to single mothers or children whose parents evade alimony, simply through the app.
There will be no need to visit institutions and collect paperwork—one application in Diia will suffice. Beta testing is currently underway.
The path of the wounded
This service is aimed at military personnel and veterans. With a single application, it will be possible to obtain the status of a person with a war-related disability, financial assistance, social services, and benefits.
Services are also provided for the families of deceased military personnel: status of a family member of the deceased, one-time payment, social services, etc.
The launch is planned for the fall of 2025.
The digital state of the future
Dія is becoming a truly multifunctional portal where Ukrainians can obtain everything from a criminal record check to social assistance. As Mykhailo Fedorov noted, an AI revolution in public services is ahead, and Ukraine could become one of the world leaders in this field.
