Updates in Reserve+: who can now get a deferral from mobilization online?

New categories for deferral from mobilization have appeared in the Reserve+ app. Find out who can now apply for a deferral online, what conditions must be met, and what changes will be made to the app's functionality in the near future
Two new categories for deferral from mobilization have appeared in the Reserve+ app. From now on, not only persons with disabilities or parents with many children can submit a request through the app, but also citizens with temporary incapacity based on the results of a medical examination, as well as families in which one of the parents is a military serviceman and has a child under the age of 18.
This update was presented by the press service of the Ministry of Defense, emphasizing that the state's goal is to make the entire list of deferrals provided by law available in digital format. According to Deputy Minister of Defense for Digitalization Kateryna Chornohronenkova, this area is a priority for the ministry, and work on expanding the functionality is ongoing.
Deferral through Reserve+: a complete list of categories of people who can apply for deferral online
Currently, the app allows you to submit an online request for deferral in the following cases:
1. People with disabilities
Starting in March 2025, the system will allow all persons with disabilities to apply for deferral, regardless of their disability group or whether they have a pension card. The main requirement is that the person's data must be in the Unified Information System of the Social Sphere (UISS). Until now, this function was only available to those whose information was contained in the Pension Fund of Ukraine registry.
2. Parents with many children (three or more children under 18)
However, not all parents with many children who are subject to military service can submit a request, only those who meet clearly defined conditions:
● the man is listed as the father on the birth certificates of all children;
● all children are registered with the Civil Registry Office (birth registration must be in Ukraine; foreign certificates are not accepted by the system);
● all three children have the same mother;
● the father is officially married to the mother of the children.
These criteria often raise questions among citizens, so it is worth checking your documents in advance.
3. Students and teachers
Deferral is granted to students of Ukrainian educational institutions, provided that they are enrolled in full-time education, as confirmed by data from the Unified State Electronic Database on Education (USEDE). Teachers also have the same rights.
4. Persons with temporary incapacity
This category was added in May 2025. If a medical commission (VLK) recognizes a person as temporarily unfit, this can now be recorded digitally and a request for deferral can be submitted online.
5. Families of military personnel with children
Another new option is deferral for parents if one of the spouses is serving in the Armed Forces and they have a child under the age of 18. This is an important social guarantee that allows families where one parent has been mobilized to maintain balance.

Who cannot apply for deferral through the Reserve+ app?
In all other cases, it is not possible to apply for a deferral online. Citizens should submit documents to the TCC and SP in paper form, as before.
How to apply for a deferral in the Reserve+ app?
The application procedure is simple and intuitive:
1. Open the Reserve+ app and click on the three dots on the main screen.
2. Select “Submit a request for deferral.”
3. Select the appropriate category.
4. Wait for a notification with the result of the application review.
Upcoming updates in Reserve+: improved security and new features
In addition to updating the list of categories of persons who can apply for deferral online, the app has received an updated security certificate, which increases the reliability and protection of users' personal data. The Ministry of Defense recommends updating the app to the latest version to take advantage of all features.
The deputy minister also added that two services are in the final stages of being added to Reserve+:
● display of disability groups for persons with disabilities;
● details of the reasons for military registration violations, not just the fact of the violation. After the update, users will know exactly what they have failed to do — for example, they have not updated their personal data or have not appeared when summoned.
These innovations are designed to increase transparency, reduce misunderstandings, and help conscripts fulfill their duties while exercising their legal rights.
