From July 1, 2025, new rules for granting humanitarian aid to refugees from Ukraine who have been granted temporary protection will come into force in the Czech Republic. According to Blesk.cz, the conditions will change in particular for people with disabilities—a five-level system for assessing the degree of independence will be introduced. This innovation could significantly affect the amount of aid received.

Who is eligible for humanitarian aid in the Czech Republic?

All Ukrainians who arrived in the Czech Republic after the start of the full-scale war and have a temporary protection visa are eligible for humanitarian aid. Support is provided in two formats:

● Basic financial assistance — covers basic living needs;

● Housing assistance — depends on the person's status and living conditions.

Amount of assistance: who, how much, and under what conditions?

Depending on the person's status, humanitarian assistance is calculated using a complex formula that takes into account:

● income (in the Czech Republic and Ukraine);

● savings in Czech bank accounts;

● number of people in the household;

● “vulnerable person” status.

Vulnerable persons include:

● children under 18;

● students under 26;

● pregnant women;

● persons caring for a child under 6 years of age;

● persons over 65 years of age;

● persons with disabilities and those caring for them.

Basic assistance amounts (for the first 5 months):

● adult — CZK 4,860;

● child — CZK 3,490;

● child with a disability — up to CZK 5,235;

● adult with a disability — up to CZK 7,290.

After 150 days, payments may be reduced to the “subsistence minimum” (CZK 3,130) if the person is not working and is not vulnerable.

New rules for persons with disabilities: assessment from July 1

Instead of fixed benefits for persons with disabilities, a system for assessing independence is being introduced. It is carried out by the Czech Institute for Health Assessment (IPZS). After the assessment, the degree of limitation in everyday life is determined, which will determine the amount of the benefit.

Six areas are assessed:

● Mobility;

● Cognitive abilities and communication;

● Behavioral and psychological aspects;

● Self-care;

● Coping with illness or treatment;

● Social activity and organization of daily life.

How to apply for an assessment?

The application must be submitted online via ePortál ČSSZ. The deadline is October 1, 2025.

You will need to:

● fill out an electronic form;

● provide the details of your Czech doctors (ošetřující lékař);

● attach medical documents in Czech or with an official translation.

After submitting your application, an IPZS representative will contact you to arrange a visit to your household for a personal assessment.

Housing assistance in the Czech Republic: amounts and conditions

The Czech Republic also provides financial assistance to cover housing costs.

● 6,000 CZK/month — for vulnerable persons;

● 4,000 CZK/month — for other refugees.

It does not matter whether your accommodation is registered in the official register, but if you live in unregistered accommodation, you must:

● work or be registered with the Employment Center,

● or belong to a vulnerable group.

Humanitarian aid calculator in the Czech Republic

The Czech Ministry of Labor has developed an official online calculator that allows you to estimate the amount of the payment.

How to use it:

1. Fill in your personal details;

2. Add all family members living with you;

3. Indicate the category of each person (age, status, disability).

This tool gives you a better idea of what assistance you can expect and whether you should undergo a health assessment.

What will happen in case of violations?

If it turns out that a person has received assistance unlawfully — for example, by concealing income or removing vulnerable status — the Employment Center may request voluntary repayment of funds.

Important:

● If the money is not returned voluntarily, the case will be referred to the police;

● This may result in the loss of your temporary protection visa;

● To avoid problems, it is important to provide accurate information in all documents.
