Since the start of russia's full-scale invasion of Ukraine, more than 6 million Ukrainians have been forced to seek safety outside their country.
Most of them have chosen European Union countries, where a temporary protection mechanism is in place that provides the right to residence, medical care, education, and financial assistance.
In 2025, the policy of supporting Ukrainian refugees in Europe changed significantly: some countries strengthened their support, while others reduced social programs or changed the conditions for access to benefits.
Here is the latest information for 2025 on the amount of benefits paid to Ukrainians in European Union countries.

The level of support for Ukrainians in the EU in 2025 remains very uneven. High payments are in Germany, Belgium, Denmark, and Spain. At the same time, in some countries, such as Romania, Ireland, and Bulgaria, assistance is minimal and often does not even cover basic needs.
Therefore, Ukrainians planning to move or change their country of residence within the EU should take into account the level of social support, access to housing, healthcare, and the labor market in a particular country.
