In July 2025, the Cabinet of Ministers of Ukraine launched a new state project — the development of a network of centers for Ukrainians abroad. The idea is not only to form support centers for those who were forced to leave Ukraine, but also to create real mechanisms for returning people home through education, employment, information, and combating disinformation. The project is part of a broader state policy to support the diaspora during the war and post-war recovery.
What are Unity Centers and why are they needed?
Unity Centers are spaces that will be created in different countries around the world to unite Ukrainians, provide them with assistance abroad, and encourage them to return to their homeland. According to Deputy Prime Minister for National Unity Oleksiy Chernyshov, these centers should become living hubs of communication with Ukraine: not only at the level of culture or communication, but also through concrete opportunities for education, employment, and social development.
This initiative was first discussed at the Ukraine Recovery Conference 2025 international forum, where agreements were reached on opening the first Unity Center in Italy.
How will the pilot project work?
The government has approved a two-year plan for the pilot project. It includes:
● setting up a network of Ukrainian unity centers in different countries around the world;
● making sure they can run smoothly, from finding a place to managing them;
● informing Ukrainians abroad about opportunities in Ukraine, from government programs to job vacancies;
● promoting employment, both abroad (with the prospect of return) and directly in Ukraine;
● combating disinformation that undermines national unity and distorts the real situation in the country.
A separate section outlines the creation of modern information and communication systems — websites, platforms, and databases — that will serve as a tool for communication and support for millions of Ukrainians who find themselves outside the country.

Who will benefit from the Unity Centers?
The Unity Centers are primarily aimed at Ukrainians who:
● left the country after the start of the full-scale invasion;
● do not have permanent status or stable employment;
● are looking for information about opportunities to return to Ukraine;
● need help with documents, education, or employment;
● want to join the Ukrainian community in their new country.
These spaces will combine the functions of an educational hub, cultural center, consultation point, and online support platform. The goal is to create a new type of communication between the state and those who have temporarily left but have not lost touch with Ukraine.

Funding and legislative support
To implement the project, the Cabinet of Ministers approved the Procedure for the use of state budget funds to support Ukrainians abroad. This means that the centers will be financially supported and their activities will be regulated by relevant regulations.
The government has also updated the rules for public procurement during martial law to speed up the opening of the centers and avoid delays in the project due to lengthy tender procedures.
