Under martial law in Ukraine, men liable for military service between the ages of 18 and 60 are not allowed to travel outside the country, except in cases provided for by law. However, it is important to distinguish between the concepts of “removal from military registration” and “exclusion from military registration”, as there is a significant difference between them.

Does a man who has been removed from the military register have the right to leave?

If a man is deregistered from the military register, this does not mean that he has lost his status as a person liable for military service. Deregistration is a temporary measure that provides for a return to registration after a certain period of time or when changing the place of residence. For example, when a person moves to another locality, he or she is deregistered from the register at his or her TCC and SP (territorial center for recruitment and social support) to be registered at another one.

Thus, men who are deregistered from the military register are not entitled to travel abroad. To determine the possibility of traveling abroad, it is necessary to apply to the TCC and JV, update military registration data, undergo a military medical commission (MMC) and receive a decision.

Who is eligible to travel abroad?

Men who are excluded from military registration lose the status of persons liable for military service and, accordingly, can freely cross the border. Exclusion from the military register is carried out in the following cases:

• Declaring oneself unfit for military service by a decision of the military qualification commission.

• Reaching the age limit for being in the reserve (60 years for civilians).

• Loss of Ukrainian citizenship.

Thus, the right to leave does not depend on the fact of deregistration, but on exclusion from it. To obtain official confirmation of your status, it is recommended to contact the relevant authorities and go through the necessary procedures.
