Starting from July 2025, all Ukrainian pharmacies engaged in the retail sale of medicines will be obliged to participate in the reimbursement programme ‘Affordable Medicines’. This decision of the Cabinet of Ministers of Ukraine is a part of the President's Winter Support initiative aimed at expanding access to essential medicines for the population.

What will change?

Previously, only pharmacies located in hospitals were required to join the programme. Now, every pharmacy, regardless of its location, will have to sign an agreement with the National Health Service of Ukraine (NHSU). This will allow every citizen of the country to receive medicines under the programme free of charge or with a partial co-payment at the nearest pharmacy.

Expansion of the programme

In 2025, the ‘Affordable Medicines’ programme will undergo major changes:

- More than 30 new active substances will be added to the existing 75.

- The programme will include combination medicines for the treatment of cardiovascular diseases, rheumatoid arthritis, migraines, eye and endocrinological diseases, including hypothyroidism.

- For the first time, medicines will be available in the form of drops and ointments, as well as medicines for children.

‘It is important that the programme's benefits are available everywhere and without difficulty. I am grateful to the government for this decision,’ said Health Minister Viktor Liashko.

The implementation of these changes will allow at least 500,000 more Ukrainians to save money on treatment.

Current results of the programme

In 2024, almost 16,000 pharmacies in Ukraine are participating in the programme, and the NHSU has already reimbursed UAH 4.7 billion for medicines. The programme is aimed at helping people with chronic diseases by providing them with the opportunity to receive medicines free of charge or with a small co-payment.

The expansion of the Affordable Medicines programme makes treatment more affordable, but full coverage of medical expenses, including diagnostics, specialised treatment or emergency care, is only possible with health insurance.

We remind you! The Ministry of Health is changing the procedure for issuing electronic prescriptions and extending their validity.
