Ukraine is actively working to improve its infrastructure, and the introduction of toll roads is one of the steps in this direction. Former Deputy Minister of Infrastructure Viktor Dovgan believes that there are several sections in Ukraine that can be turned into toll roads. In his commentary for hromadske, he noted that toll roads can not only provide quality service for drivers, but also become a source of funding for the road fund.

What roads can become toll roads?

Viktor Dovhan suggests focusing on several key areas that have high potential for tolling. Among them:

1. A new bridge crossing in Kremenchuk.

This is an important infrastructure facility that can become a strategic hub for freight and passenger transport.

2. Big Ring Road in Kyiv

Heavy traffic in the capital requires high-quality roads, and a toll ring road can help reduce congestion and improve driver comfort.

3. Road from Krakivets to Lviv

This highway is an important transportation corridor that connects Ukraine with Poland. A toll road could be a profitable solution for the development of this route.

4. Combining Zhytomyr and Odesa highways

Combining two important routes will create a new convenient way for travel and freight transportation.

How will this affect the road fund?

Viktor Dovhan notes that the introduction of toll roads can significantly affect the filling of the road fund. He believes that the best step would be to introduce a fee for trucks at the first stage. This will help to offset the costs of road repairs and maintenance without putting a significant burden on passenger vehicles.

In the future, Dovgan envisages a transition to a system of vignettes - special travel tickets for cars. This system has long been used in many European countries and allows for efficient management of the road fund.

Will tolls become a source of significant revenue?

Despite the potential benefits, Viktor Dovgan warns against overestimating expectations of toll road revenues. He suggests that these funds are unlikely to become a powerful source of replenishment of the state budget, but will be able to cover the current costs of road and bridge repairs. This will help keep the infrastructure in good condition, minimizing dependence on other sources of funding.
