For Ukrainian citizens, access to consular services abroad has been significantly expanded. It is now possible to obtain a repeat certificate of birth, death, change of name or surname, marriage or divorce, an extract from the register of deeds registered directly abroad, etc.

Opening of new institutions to provide consular services abroad

Currently, such services are provided by 48 institutions in 31 countries that have access to the State Civil Registry.

This significant expansion provides the following benefits to Ukrainians abroad:

1. Reduced time to obtain the required document;

2. More convenient and affordable service provision;

3. Demonstration of Ukraine's concern for its citizens abroad.

Further expansion of the consular services network is planned in the future. In particular, by the first half of 2025, the Ministry of Foreign Affairs of Ukraine intends to connect all foreign diplomatic missions to the Register.

Provision of consular services for men abroad

According to an order of the Ministry of Foreign Affairs of Ukraine, starting from May 18, foreign diplomatic missions will again accept applications for consular services from men of military age. However, the rules have changed slightly. 

Men of military age abroad will be able to receive consular services only if they have military registration documents. They can be provided in paper or electronic form.

It is important to note that a paper document could be submitted only before the launch of the conscript's electronic office, where an electronic document can be generated independently.

The following categories of persons are exempt from submitting a military registration document:

1. I have an identity card for returning to Ukraine, the so-called "white passport";

2. If a person who has been arrested or imprisoned applies for consular services;

3. If consular services are provided in the interests of a child whose second parent is a foreigner or stateless person.

We remind you! On July 16, the 60-day period allotted by the law on mobilization for updating military registration data expires. After that, men of military age may face fines. Read more about the amount of fines for failing to update your data.
