On 1 January 2025, major changes in the field of compulsory civil liability insurance for car owners came into force in Ukraine. One of the key innovations is the prohibition on having two or more valid motor third party liability insurance policies for the same car at the same time.

However, in practice, full control over compliance with this rule did not become possible immediately. Technically, a unified contract verification system was being finalised, so the final control mechanism will come into effect on 1 January 2026.

Why drivers could previously have two policies

Before the introduction of centralised verification, there were situations where several MTPL contracts were issued for one vehicle at the same time. This most often happened for the following reasons:

1. the driver already had a valid policy and took out a new one in advance, indicating the current start date;

2. after purchasing insurance, the car owner found a more favourable offer from another insurer and concluded another contract;

3. insurance companies did not see each other's policies at the time of registration, as checks were only carried out within their own systems.

As a result, in the event of an accident, the driver could choose which policy to use to settle the claim.

New rules from 1 January 2026

From 1 January 2026, a centralised mechanism for checking MTPL contracts will be introduced, administered by the MTIBU on the basis of a single database.

When issuing a motor insurance policy, the system will automatically check whether there is already a valid policy for a specific car. The check will be carried out by comparing the state registration number and VIN code across all insurance companies.

What happens if the car already has a motor insurance policy

If the system finds a valid policy with an overlap of at least one day, all previous contracts will be automatically terminated.

This means that after taking out a new policy, only one will remain valid — the one with the latest date of conclusion. It will no longer be possible to use several insurance policies at the same time or choose a policy retroactively.
