On 22 December, the Diya app launched a mechanism for state compensation of the cost of compulsory civil liability insurance for vehicle owners (MTPL insurance) for combatants and persons who have become disabled as a result of the war. Now you can apply for compensation online in just a few clicks — without bureaucracy, certificates, or queues, and the funds are transferred directly to your card.

What you need to know about compensation

The new social support mechanism is provided for by Law of Ukraine No. 4369-IX. It guarantees reimbursement of the cost of motor vehicle insurance policies for certain categories of citizens from 1 January 2025 until the end of the year following the lifting of martial law. The Ministry of Veterans Affairs of Ukraine is responsible for assigning and paying compensation, and the amount of the payment is equal to the actual insurance premium paid under the MTPL agreement.

Who is eligible for compensation

The following persons are eligible for compensation:

• combatants;

• persons with disabilities as a result of war.

Main conditions:

▪️ the relevant status must be reflected in the ‘Dія’ app;

▪️ the MTPL agreement must be concluded after 1 January 2025;

▪️ the policy is issued on special terms — with a 50% discount.

At the same time, the vehicle must simultaneously meet the following requirements:

▪️ engine capacity — up to 2500 cc or electric motor power — up to 100 kW;

▪️ the car is owned by the policyholder;

▪️ it is not used for paid transportation;

▪️ the car is driven by the owner or a person who also belongs to the privileged category.

How to apply for compensation in Diya

1️⃣ Open the Diya app.

2️⃣ Open the Services section → Veteran PRO tab.

3️⃣ Select the Motor Insurance Compensation service.

4️⃣ Confirm the preferential MTPL agreement — the data will be pulled up automatically.

5️⃣ Specify your Diya.Card or apply for one at partner banks.

6️⃣ Submit your application.

Thanks to integration with state registries, the application is generated automatically. The decision on payment is sent directly to Diya, and the money is credited to the card without any additional action on the part of the user.

Important! If a person who has received compensation causes a traffic accident during the term of the policy, they will lose their right to compensation in the following calendar year. This rule has been introduced to encourage responsible behaviour on the road.
