Electric vehicles are gradually becoming not only an environmentally friendly alternative to traditional transportation, but also a more financially attractive choice for Ukrainians. At the same time, many questions remain about taxes and fees when registering them. One of the key ones is whether it is necessary to pay a pension fee during the first state registration of an electric car. The Ministry of Internal Affairs has provided official explanations that help to understand the current rules.

Do I have to pay the pension fee when registering an electric car?

The pension fee is traditionally paid by individuals and legal entities when acquiring ownership of passenger cars. However, the law provides for a separate exception for electric vehicles.

According to the current regulations, no pension duty is paid during the first state registration of vehicles equipped exclusively with electric motors. This provision remains in force and has not been amended to date.

The Ministry of Internal Affairs emphasizes that the benefit applies regardless of whether the car is new or used, provided that it is the first registration in Ukraine.

Tax benefits for electric vehicles and what will change next?

In addition to the exemption from the pension contribution, electric vehicles in Ukraine enjoy another important tax preference: VAT exemption for imports and supplies on the domestic market.

According to clause 64 of subsection 2 of section XX of the Tax Code of Ukraine, until January 1, 2026, the import and sale of electric vehicles are exempt from VAT. This provision was introduced by the Law of Ukraine No. 1660-IX and is currently in force.

At the same time, the tax authorities and specialized experts point out that the rules may change after 2026. There are already discussions about a possible return of the tax burden, which could affect the cost of electric vehicles and demand for them.

According to market analysts, including the Automotive Market Research Institute, if the benefits are canceled, prices for electric vehicles could rise by up to 40%, and the market itself could slow down. At the same time, the pension tax, even if other tax conditions are revised, will remain abolished for electric cars, as confirmed by the Ministry of Internal Affairs.
