Since the beginning of the new year, new rules for granting benefits for housing and utility services have been in effect in Ukraine. The key changes concern the amount of income that entitles a person to state support. In 2026, Ukraine updated the income criteria that entitle people to receive benefits for housing and utility services. This refers to the maximum level of average monthly total family income that is taken into account when granting benefits. This is stated in a press release from the Pension Fund of Ukraine.
Who is eligible for benefits in 2026?
Eligibility for benefits is usually determined based on the average monthly total family income per person. Benefits are granted if this income does not exceed the amount that entitles a person to tax social benefits.
How is income calculated for the purpose of receiving benefits?
The tax social benefit applies to income if its amount does not exceed the sum equal to the subsistence minimum for an able-bodied person, established on January 1 of the reporting year, multiplied by a coefficient of 1.4 and rounded to the nearest 10 hryvnias.
As of January 1, 2026, the subsistence minimum for able-bodied persons is UAH 3,328.
The calculation looks like this:
UAH 3,328 × 1.4 = UAH 4,659.2 ≈ UAH 4,660
Therefore, in 2026, the maximum income entitling a person to a tax social benefit is UAH 4,660 per person.
“This means that in 2026, beneficiaries whose average monthly total family income per person does not exceed UAH 4,660 will be eligible for a discount on housing and utility services, which is provided based on income,” explained the Pension Fund.

What to do if your income exceeds the established limit?
If the average monthly family income exceeds UAH 4,660, a representative of the privileged category can still apply for state support — for the appointment of a housing subsidy.
Who is eligible for benefits regardless of income?
Certain categories of citizens are eligible for benefits for housing and utility services regardless of their income level. These include:
- combatants;
- persons with disabilities as a result of war;
- family members of deceased defenders of Ukraine.
