Key provisions regarding permesso di soggiorno
On 31 December 2025, Decree-Law No. 201 was published in the Gazzetta Ufficiale, which provides for urgent provisions regarding the extension of permesso di soggiorno for Ukrainian citizens with temporary protection. This decision is part of a broader package of migration and humanitarian measures adopted at the national level.
The extension of status in Italy is directly linked to the decision of the Council of the European Union, which extended temporary protection for Ukrainians within the EU until 4 March 2027. Accordingly, persons who have permesso di soggiorno protezione speciale can renew their documents in Italy in line with these deadlines. This coordination provides legal certainty and stability for Ukrainians who are in the country due to the war.

Validity of permesso di soggiorno and procedure for its renewal
Permesso di soggiorno, which expires on 4 March 2026, can be renewed in accordance with the provisions of the new decree. This extension aligns Italian rules with the EU decision on temporary protection for Ukrainians until 4 March 2027. Thanks to this, Ukrainians can maintain their current protezione speciale status without having to urgently change their type of residence.
To renew the document, you need to make an appointment with the Questura in order to renew your permesso di soggiorno card. The booking system is expected to be operational in mid-January 2026. During renewal, basic documents and a valid residence permit card are usually required. This procedure allows you to remain in Italy continuously under temporary protection.

What does this decision mean for Ukrainians living in Italy?
The extension of temporary protection gives Ukrainians in Italy the opportunity to continue to legally stay in the country with a valid permesso di soggiorno protezione speciale until 4 March 2027. At the same time, Ukrainians should take into account the practical aspect – the need to make an appointment with the Questura in advance, as the booking system is expected to open in early 2026.
This extension was made possible by a decision of the Council of the European Union, adopted on 13 June 2025, which extended temporary protection for Ukrainian citizens in the EU until March 2027. It guarantees the preservation of key rights, including access to residence, work, medical care, education and social services.
