Ukraine is preparing to launch a new program of financial support for families with preschool children - "eSadok". The initiative should be launched in 2028 and will become a tool to help parents in communities where there are not enough places in municipal kindergartens or there is no possibility to provide full-fledged childcare for a child from the budget.


Find out who will be able to apply for the "eSadok" payment, under what conditions the assistance will be granted, what is the amount of payments provided and how long parents will be able to receive funds.


What does the "eSadok" program provide?


"eSadok" is a monthly cash payment for parents of preschool children, which will be provided if the community cannot provide a place for the child in a municipal preschool education institution or an alternative form of care from the budget.


Who is entitled to payments under the "eSadok" program?


- Parents of children aged 3 to 6;

- Parents of children under 7 years of age, and in some cases up to 8 years of age, if the child has special educational needs.


Main conditions for receiving “eSadok” assistance


The payment will be assigned if:


- The child has not received a place in a municipal kindergarten;

- The community has not provided another way for the child to stay in a preschool education institution at the expense of the local budget.


It is expected that private preschool education institutions to participate in the program will have to:


- Have an appropriate license;

- Meet safety and educational standards requirements;

- Be included in the community educational network.


The detailed payment procedure and requirements will be approved after the adoption of clarifying acts.

The amount of payments under the “eSadok” program


According to the previous parameters of the program, it is provided for:


- 8,000 UAH per month - basic payment;

- UAH 12,000 per month – for children with disabilities.


The funds will be provided monthly and can be used to pay for private or municipal kindergarten services, individual lessons and child development, support and specialized services for children with special educational needs.


How long will the money be paid under the “eSadok” program?


Parents will receive assistance until:


1. The child is enrolled in a municipal kindergarten or other preschool educational institution funded by the local budget;


2. Care is provided on the principle of “money follows the child”;


3. The child does not reach the age of 6 (or 7–8 years for children with special educational needs).


When will the “eSadok” program start working?


The launch of the “eSadok” program is planned for 2028. Financing will be provided at the expense of local budgets, and the procedure for submitting applications and the list of documents must be approved separately.


What other family support programs have been introduced in Ukraine?


In addition to “eSadok”, the state has also introduced the following payments in Ukraine:


- One-time allowance at the birth of the first and each subsequent child – UAH 50,000.


- Monthly allowance for caring for a child until he reaches the age of one – UAH 7,000. It is paid after the end of maternity leave. If the child has a disability, such allowance will be paid monthly in the amount of UAH 10,500.


- Monthly allowance for caring for a child aged one to three years “eJasla” – UAH 8,000.


- Assistance to pregnant women and mothers in childbirth: for unemployed women – 7,000 UAH per month


Together, these initiatives form a comprehensive model of family support – from the birth of a child to school entry.


The “eSadok” program should become a key mechanism for supporting parents in communities where there is a shortage of places in kindergartens. It expands the choice of forms of preschool education and reduces the financial burden on families. The introduction of the payment from 2028 may significantly change the approach to preschool education in Ukraine.
