At the end of 2025, an increase in the average salary was recorded in Ukraine. According to the latest official data from the State Statistics Service, the average income of full-time employees in the country was UAH 26,913, which indicates a gradual recovery of the labor market.

How many Ukrainians are officially employed?
The average number of full-time employees in Ukraine at the end of 2025 was 5.34 million people. Compared to previous periods, there was a slight decrease in employment, which is associated with structural changes in the economy and migration processes.
The largest number of employees is concentrated in the following areas:
- Industry - over 1.2 million people;
- Education - almost 1 million people;
- Wholesale and retail trade, transport repair - over 670 thousand people.
Average salary in Ukraine
According to the results of 2025, the average salary in Ukraine was 26,913 UAH. In real terms, this means a moderate increase in incomes at the end of the year.
After paying mandatory taxes - 18% personal income tax and 5% military levy - the average income "on hand" was about 20,700 UAH.

Which regions of Ukraine pay the most?
The highest average salaries at the end of 2025 were recorded in:
- Kyiv - about 40,700 UAH;
- Luhansk region - over 30,600 UAH;
- Dnipropetrovsk region - almost 27,900 UAH.

In which regions of Ukraine are salaries the lowest?
The lowest average incomes of employees at the end of 2025 remained in:
- Chernivtsi region – about 19,300 UAH;
- Kirovohrad region – almost 19,900 UAH;
- Chernihiv region – about 20,600 UAH.
How do the levels of wages in Ukraine differ by type of economic activity?
The level of wages varies significantly depending on the industry:
- Information and telecommunications – the highest salaries, an average of 65,000 UAH;
- Education – the lowest incomes, about 17,000 UAH.
Wage arrears in Ukraine
As of the end of 2025, wage arrears in Ukraine amounted to UAH 3.7 billion, which indicates the existing financial difficulties in certain sectors of the economy.

Trends in the Ukrainian labor market at the end of 2025
Labor market research shows that most Ukrainians are focused on a salary in the range of UAH 20–30 thousand, while the demand for vacancies with an income of UAH 30–50 thousand and above is growing. The largest number of high-paying offers is traditionally concentrated in construction, technical specialties and the IT sector.
At the end of 2025, salaries in Ukraine showed moderate growth. The highest salaries are observed in large cities and in high-tech sectors, while the lowest are in some regions and social sectors. In general, the labor market is gradually recovering, and the demand for highly qualified vacancies is growing.
