How much does it cost to get a passport in Ukraine: prices have risen since 2026
From the beginning of 2026, Ukrainians will have to take into account the updated tariffs for issuing passport documents and residence permits. The changes affect ID cards and foreign passports, as well as documents for temporary and permanent residence, which directly affects the cost of planning to replace or obtain new documents. From 1 January 2026, Ukraine has changed the fees for issuing basic documents — Ukrainian citizen ID cards, foreign passports, and temporary and permanent residence permits. This was reported by the State Migration Service of Ukraine. The increase in cost is explained by the update of prices for biometric document forms.
According to the agency, the price increase is due to the fact that, since the beginning of 2026, the state-owned enterprise ‘Polygraphic Combine ’Ukraine" has revised the cost of producing forms for certain documents. This factor was key to the change in the final price of administrative services.
How the cost of document processing has changed
The first-time issuance of a Ukrainian passport in the form of an ID card remains free of charge. However, updated tariffs are provided for standard and urgent terms. Thus, the registration of an ID card within 20 working days now costs 618 UAH, and on an urgent basis — up to 7 working days — 988 UAH (previously the price was lower).
Foreign passports have also become more expensive. For standard processing within 20 working days, the cost is 1,147 UAH, and for urgent processing within 7 working days — 1,787 UAH.
Prices for documents for foreigners and stateless persons have also changed. A permanent residence permit in Ukraine now costs 1,235 UAH, and a temporary residence permit costs 1,140 UAH.

Who is subject to the old prices
It is important to note that for applicants who paid for administrative services and submitted documents up to and including 31 December 2025, the previous cost of processing will remain in effect. Even if the document itself is produced and issued in 2026, the calculation will be made according to the old rates.
