Ukraine is preparing for a large-scale digital transformation of its military system: the state is transitioning to comprehensive electronic record-keeping, tracking the actions of conscripts, and recording every stage of their journey—from receiving documents to arriving at their unit. Ukraine is preparing to introduce a new digital system for monitoring conscripts and those liable for military service. The project, called ‘Chekin mobilizovanoho’ (Conscript Check-in), will track soldiers at every stage of their service, from receiving their draft notice and undergoing a medical examination to arriving at their military unit. The initiative is designed not only to strengthen control, but also to ensure transparency of processes, protect the rights of military personnel and record all actions in a single system, writes Channel 24, citing a statement by Oleg Berestovoy, head of the Main Directorate of Information Technology of the Ministry of Defence, at the Digital Defence Forum in Kyiv.
The electronic military document will be the first step
In the first stage, an electronic military registration document will be introduced in the Reserve+ system. All information about interactions with conscripts will be recorded in the Oberig registry: who scanned the document's QR code, when it happened, and what actions accompanied the process. This will allow each step to be documented and prevent manipulation or violations.

Full tracking of the mobilised person's path
The next stage will be the launch of the ‘Mobilised Check-in’ system. It provides for digital recording of all stages of service:
▪️ issuance of electronic referrals to the military medical commission (MMC);
▪️ receipt of the MMC's electronic conclusion;
▪️ automatic generation of a list of mobilised persons to be sent to training centres;
▪️ transfer of data from ‘Oberiga’ to the ‘Impulse’ system upon arrival for training;
▪️ recording of arrival at the military unit and further actions of the serviceman.
In fact, each stage of movement will be tracked in real time.
Why is this system being introduced?
According to the developers of the initiative, the key goal is to reduce the number of ‘unauthorised absences from the unit’, i.e. unauthorised desertions, and to create tools for preventive response. At the same time, the system should strengthen discipline, facilitate the work of military structures and allow management decisions to be made based on data rather than speculation.
